About this file

This is Addendum No. 1 to Invitation for Bid (IFB) No. 13-26 for the Hopewell Riverwalk Completion of Phase II project in Hopewell, Virginia, issued by the City of Procurement on April 1, 2026. The addendum addresses 15 questions and responses regarding the design and construction of the boardwalk extension connecting the existing Phase II terminus to the Hopewell City Marina. Key project clarifications include that the Selected Bidder is responsible for determining final boardwalk alignment while maintaining required clearances to the Route 10 bridge and complying with VDOT and Authority Having Jurisdiction requirements. The Selected Bidder must follow the general geometry of the existing Riverwalk, specify native plant species appropriate for shoreline conditions within the Coastal Plain physiographic province, coordinate with VAWC to prevent public access to water facilities, and ensure ADA-compliant, floodplain-suitable pathway materials. The project incorporates a 90-day design timeline and permits Alternative designs and innovative solutions provided they meet all applicable codes and regulations. All bidders must acknowledge receipt of this addendum in their bid submission by the original submission due date of March 3, 2026.

The addendum clarifies that the canopy shown in the 15% plans represents one acceptable security solution over VAWC property, but alternative solutions are permitted if they meet security and coordination requirements. Design-Build Agreement provisions will allow schedule adjustments for delays beyond the Contractor's control, including permit review exceeding 120 days, without application of liquidated damages. Bidders must develop and implement a Section 3 Compliance Plan demonstrating good faith effort in outreach to eligible workers and Section 3 businesses, though no mandatory participation threshold exists. A Bid Bond is required with submission, and a Payment and Performance Bond equal to 100% of contract value will be required upon award. The Selected Bidder is responsible for all design, engineering, and permitting necessary to complete the project, including potential updated jurisdictional determinations for Waters of the U.S. Bidders who submitted bids prior to the March 3, 2026 formal opening date and require pricing changes must submit a new bid package.

ADDENDUM NO. 1

Invitation for Bid (IFB) No. 13-26 Hopewell Riverwalk Completion of Phase II Date: April 1, 2026

This Addendum forms a part of the Contract Documents and modifies the original Invitation for Bid (IFB). All bidders shall acknowledge receipt of this Addendum in their bid submission.

QUESTIONS & RESPONSES

1. Boardwalk Alignment

Question:

The IFB does not provide specific requirements for the boardwalk alignment. Can the Selected Bidder determine the alignment provided that clearances to the Route 10 bridge are satisfied as shown in Attachment 2?

Response:

Yes. The Selected Bidder shall be responsible for determining the final alignment of the boardwalk. The design must maintain required clearances to the Route 10 bridge and comply with all requirements of VDOT and any other Authority Having Jurisdiction (AHJ).

2. Geometric Requirements

The IFB does not provide specific geometric requirements for the boardwalk. Please provide any requirements.

Response:

The 15% plans and specifications are provided to convey general design intent only and are not intended as final construction documents. The Selected Bidder shall generally follow the geometry of the existing Riverwalk and make adjustments as necessary to comply with all applicable laws, ordinances, and regulations.

3. Planting Requirements

Are there specific requirements for Type A and Type B groundcover?

Response:

The Selected Bidder shall specify native plant species appropriate for shoreline conditions within the Coastal Plain physiographic province, where Hopewell, Virginia is located.

Yes. Proposed materials shall be ADA compliant and suitable for installation within a floodplain environment.

Is a canopy required?

Response:

Attachment 3 represents a portion of the Riverwalk where a canopy was not required. The canopy shown in the 15% plans represents one acceptable security solution where the Riverwalk crosses Virginia American Water Company (VAWC) property.

The Selected Bidder may propose alternative solutions, provided they meet all project requirements, including security and coordination with VAWC.

7. Future Phase Pathway

Is the pathway to Riverside Drive included?

No. The pathway labeled “Future Phase” on Sheet L-102 is not part of this contract.

The Riverwalk shall be designed and constructed to:

• Prevent public access to VAWC facilities and water intake infrastructure

• Protect all water intake equipment from damage or interference

• Maintain full operational and maintenance access for VAWC staff and contractors

The 15% drawings (Sheets L-901 and L-902) provide one example of an acceptable security solution.

9. Design Schedule and VAWC Coordination

Will the 90-day design timeline be extended for delays caused by VAWC coordination?

Response:

The Selected Bidder will not be held responsible for delays caused by third-party coordination, provided that a good faith effort is demonstrated, including timely submission of complete and accurate information.

10. Permit Review Duration & Liquidated Damages

Will liquidated damages apply if permit review exceeds 120 days?

Response:

No. The Design-Build Agreement will include provisions allowing schedule adjustments for delays beyond the Contractor’s control, including permit review durations.

15. Alternative Designs / Means & Methods

Can alternative designs be proposed?

Response:

Yes. The Selected Bidder may deviate from the 15% drawings and is encouraged to provide innovative design solutions, provided all applicable codes, regulations, and project requirements are met.
