About this file

This file is an authorization letter from the Virginia Marine Resources Commission (VMRC) to the City of Hopewell regarding the Riverwalk Phase II project. The letter, dated July 24, 2020, confirms receipt of the City's application to construct 1,420 linear feet of pile-supported timber walkway adjacent to the Appomattox River immediately east of the Route 10 bridge crossing. The proposed walkway will be landward of the mean low water mark on property controlled by the City of Hopewell. The VMRC determined that no authorization from the Marine Resources Commission is required for this project, provided the proposal does not extend channelward of the mean low water mark and does not involve state-owned submerged lands.

The letter advises that the City of Hopewell may require separate authorization from the U.S. Army Corps of Engineers and/or the local wetlands board before commencing construction. The VMRC forwarded the application to these agencies for their review and potential permitting requirements. The correspondence was directed to Mr. Austin Anderson of the City of Hopewell and Ms. Becky Wilk of HDR, the project consultant, with copies provided to the U.S. Army Corps of Engineers and the Hopewell Wetlands Board. Mark C. Eversole, Environmental Engineer at the VMRC, was identified as the point of contact for further assistance.

Re: VMRC #20-1179

Dear Mr. Anderson:

We have received your application requesting authorization to construct 1,420 linear feet of pile supported timber walkway, landward of the mean low water mark, on property controlled by the City, adjacent to the Appomattox River and immediately east of the Route 10 bridge crossing, as part of the Riverwalk Phase II project in the City of Hopewell.

Provided your proposal does not extend channelward of the mean low water mark and will not involve State-owned submerged lands, no authorization is required from the Marine Resources Commission. For your information you may need authorization from the U.S. Army Corps of Engineers and/or your local wetlands board prior to commencing your project. Your application has been forwarded to these agencies
