About this opportunity
The Township of Stafford, Ocean County, New Jersey is requesting bids on Well No. 5 rehabilitation and replacement of two high service booster pumps with motor rehabilitation under Bid #2026-049A-W/S, with bids due October 20, 2026. All well rehabilitation work must be performed under the direct supervision of a New Jersey Licensed Master Well Driller in accordance with New Jersey Department of Environmental Protection requirements — the primary regulatory constraint.
Bidders must hold current Public Works Contractor Registration with the New Jersey Department of Labor and Workforce Development at the time of bid submission; failure to register disqualifies the bid automatically. All subcontractors and lower-tier subcontractors must also be registered. Bidders must complete a Certificate of Experience documenting a minimum of three similar projects completed within the last five years, with project owner contact information and contract amounts. For specialty trade categories (plumbing and gas fitting; steam power plants and heating/ventilating apparatus; electrical work; structural steel and ornamental iron work), bidders must identify subcontractors by name, license number, and license holder names, or insert "NONE" if not applicable.
Well No. 5 is located at 181 Stafford Avenue, Manahawkin, New Jersey; the high service pumps are located at 327 Golfview Drive, Manahawkin, New Jersey. The contract period is ninety calendar days from the Engineer's Notice to Proceed. The Engineer is Remington & Vernick Engineers. Liquidated damages escalate from $500 per day for days one through fifteen, to $1,000 per day for days sixteen through thirty, and $2,000 per day for delays exceeding thirty days.
Bid security of ten percent of total bid price, not exceeding $20,000, is required in the form of a certified check, cashier's check, or bid bond from a New Jersey surety company. Performance bonds equal to one hundred percent of the accepted bid, labor and material payment bonds, and a two-year maintenance bond are required upon contract execution. Bids remain firm for sixty calendar days following opening. A voluntary but highly encouraged pre-bid conference is scheduled. Questions must be submitted in writing to the contracting agent no less than three business days prior to bid opening. New Jersey prevailing wage requirements, affirmative action certification, ADA compliance, and federal debarment certification apply. Retainage is 2 percent on contracts exceeding $100,000 under the Local Public Contracts Law. Workers' compensation insurance with minimum limits of $1,000,000 for general and automotive liability is required. Award will be made to the lowest responsible, responsive bidder within sixty calendar days of bid receipt by public resolution.
