About this opportunity
The Florida Department of Children and Families (DCF), Office of Substance Abuse and Mental Health (SAMH), is procuring a Managing Entity to plan, coordinate, and contract for substance abuse and mental health services in the Central Region through an Invitation to Negotiate (ITN). The service area encompasses 12 counties: Brevard, Citrus, Hardee, Hernando, Highlands, Lake, Marion, Orange, Osceola, Polk, Seminole, and Sumter. The selected Managing Entity will be responsible for developing a comprehensive behavioral health system of care through subcontracted network service providers, with key objectives including expanding provider networks by 5% in the first year and 2% annually thereafter, increasing access to acute care services, and reducing emergency department utilization for uninsured or underinsured individuals in behavioral health crisis. Evaluation criteria will include executive overview, core team qualifications, development and planning, administration, monitoring, data collection and reporting, fiscal responsibility, and emergency preparedness functions. Critical dates include written questions due by October 17, 2023, Department responses by November 7, 2023, and replies due by February 13, 2024, with an anticipated contract start date of July 1, 2024, for a five-year term.
The procurement requires the Managing Entity to be a not-for-profit, community-based organization with competence in managing behavioral health services, holding accreditation from either the Council on Accreditation (COA) or Commission on Accreditation of Rehabilitation Facilities (CARF). While no specific set-aside designations are explicitly mentioned, the solicitation encourages minority, veteran, and woman-owned small businesses to participate. The governing board must meet requirements outlined in sections 394.9082(4)(a) and 394.90825 of Florida Statutes. Organizations may submit replies that differ from the defined regional groups, but must provide justification for how alternative groupings serve the state's best interests. Funding will be derived from a combination of state funds, Federal Block Grants, and Federal Discretionary Project Grants, subject to annual legislative appropriations. While specific contract values are not detailed, the solicitation indicates that funding will be recurring and potentially supplemented by nonrecurring funds appropriated each fiscal year. The most recent Notice of Intent to Award, dated December 6, 2024, indicates that Central Florida Cares Health Systems will manage the Brevard, Orange, Osceola, and Seminole counties portion of this contract.
