About this file
This document is an Addendum to an Invitation to Negotiate (ITN) issued by the Florida Department of Children and Families (DCF), Office of Substance Abuse and Mental Health (SAMH), for the procurement of a Managing Entity to plan, coordinate, and contract for the delivery of substance abuse and mental health services in the Central Region of Florida. The Central Region includes Brevard, Citrus, Hardee, Hernando, Highlands, Lake, Marion, Orange, Osceola, Polk, Seminole, and Sumter Counties. The ITN allows for organizations to submit replies that differ from the regional grouping, which will be subject to negotiation and evaluation. Key details include the requirement for the selected Managing Entity to build network capacity, ensure access to a comprehensive array of services, develop consumer-focused systems of care, coordinate services, and implement plans and initiatives identified by the Department. The deadline for submissions is 12/8/2023, and a negotiation phase will follow.
The ITN requires the Managing Entity to track and report expenditures, develop financial reporting capabilities, and meet performance measures related to expanding provider networks, increasing access to acute care services, and reducing utilization of hospital emergency departments. Funding for the contract will come from a mix of federal and state sources, with the exact amounts to be provided in the awarded contract. The Department reserves the right to provide additional funding from future appropriations to expand services and initiatives as needed.
