About this file

This is Addendum No. 04 with Written Inquiry Responses for the Florida Department of Children and Families (DCF) Behavioral Health Services Managing Entity solicitation numbers DCF ITN 2223 009 through DCF ITN 2223 014. The addendum, dated December 12, 2023, provides responses to 118 questions from various vendors regarding the procurement of Managing Entity services across multiple regions in Florida, including questions about contract requirements, service delivery expectations, and operational requirements for managing behavioral health networks.

The document addresses key financial and operational questions including funding mechanisms, payment terms, requirements for network expansion, performance metrics, and reporting requirements. Significant clarifications were provided regarding the Department's expectations for increasing provider networks by 5% in year one and 2% annually thereafter, requirements for acute care capacity, sliding fee scales, and credentialing standards. The responses also clarify requirements around third-party billing, subcontractor relationships, documentation requirements, and the Department's stance on delegating client determinations to Network Service Providers.

Also, how can Managing Entity increase acute care services in areas where all capacity is already purchased?

There are various ways to increase access.

The Vendor should be creative and innovative in responding; consider facts that have proven effective in the past or are best practices in the field. For example, one way to increase access to acute care is to ensure the community knows how to access services, especially services that are found to divert individuals from acute care, like 988 or MRT and routine outpatient services, CAT, FACT etc. Also any known community plans for construction or available capacity that is offline that could be utilized can be explored in the response.

What is the Department’s definition of “third-party billing” and “third-party payments”?

The Department does not have an official definition of these terms. Third-party billing is billing undertaken by a company other than that which provided the product or service. These companies can work on behalf of individuals or provide services for an entire organization.

Third-Party payments, on the other hand, are payments made on behalf of others, such as clients, users, or partners. Whereas first-party payments are operational or financial payments, third-party payments are referred to as product payments.

Over the past several years, the Department has been infused with additional funding (such as the Opioid Settlement Agreement) from federal partners and the state legislature that are subsequently provided to the ME contracts via amendments. To effectively and efficiently expend these additional dollars and avoid large annual carry over requests, potential Providers must expand capacity. One suggested mechanism to achieve this is to enlarge the provider network, ensuring increased access to traditional behavioral health services.

Additionally Vendors can explore the need to include providers of non-traditional services and supports.
