About this file

This document is an addendum to an Invitation to Negotiate (ITN) issued by the Florida Department of Children and Families (DCF), Office of Substance Abuse and Mental Health (SAMH), for the purpose of procuring a Managing Entity to provide behavioral health services in the Central Region of Florida, comprising Brevard, Citrus, Hardee, Hernando, Highlands, Lake, Marion, Orange, Osceola, Polk, Seminole, and Sumter Counties. The addendum includes updates to the timeline, with the latest version posted on 7/30/2024. Interested organizations may submit replies that differ from the regional grouping, but must provide justification. The selected Managing Entity will be responsible for planning, coordinating, and contracting with a network of service providers to deliver a comprehensive system of substance abuse and mental health care.

The ITN does not specify pricing terms or funding amounts, but indicates the Managing Entity must implement new programs and initiatives identified by the Department, and expand the provider network by 5% in the first year and 2% annually thereafter. The Department may provide additional funding sources, such as the Opioid Settlement Agreement, to support expansion of services and capacity. Responding organizations must demonstrate their ability to effectively manage and monitor the provider network, ensure timely access to care, and coordinate with various community stakeholders.
