About this opportunity

Beaufort County is requesting sealed bids on interior renovations to designated public areas within the Beaufort County Courthouse located in Beaufort, South Carolina under IFB, with bids due July 17, 2026 at 3:00 PM EST and a non-mandatory pre-bid conference scheduled for June 25, 2026 at 2:00 PM virtually.

The scope encompasses the atrium and main lobby (upper and lower levels), men's and women's restrooms (upper and lower levels), and Family Court Courtrooms #1 and #2, including flooring removal and replacement, wall treatments and finishes, acoustical ceiling tile and panel replacement, millwork refinishing, courtroom bench replacement or refurbishment, plaintiff and defense tables, and furnishings improvements. Work must be performed in phased sequences within an occupied and operational judicial facility while maintaining public access, security, and operational continuity. The courthouse operates 9:30 a.m. to 5:00 p.m. EST; only quiet activities (painting, cleaning) are permitted during operating hours. Both courtrooms cannot undergo renovation simultaneously.

Asbestos-containing materials have been identified on the first and second floors and in both Family Court courtrooms; contractors must account for EPA and OSHA-compliant asbestos abatement in their bids. All on-site personnel require background checks and identification badges.

The contract is a stipulated-price (fixed-sum) single prime award to the lowest responsible bidder within ninety days of opening. The contractor must complete all work within 240 calendar days after receiving the Notice to Proceed. Bid prices must remain firm for a minimum of ninety days. Bidders must submit a 5% bid bond; the awardee must furnish a 100% performance bond and 100% labor and material payment bond.

Restroom renovations are bid alternates; five additional alternates address first- and second-floor restroom alterations, stained wood refinishing, handrail installation, and bullet-resistant panels at judges' desks. The county waives Beaufort County permit fees but not city or town permits.

Contractors must comply with Title VI of the Civil Rights Act of 1964 and demonstrate Small and Minority Business Participation Program compliance by submitting a Good Faith Efforts Checklist, Non-Discrimination Statement, Outreach Documentation Log, and Proposed Utilization Plan. Minimum insurance includes Workers' Compensation ($500,000 employers liability), Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Comprehensive Automobile Liability ($500,000 combined single limit), and Umbrella Liability ($2,000,000).

Questions are due July 2, 2026 at 5:00 PM EST. Sealed bids must be submitted electronically through the Procurement Portal.
