About this opportunity

The State of Utah Division of Purchasing, conducting on behalf of the Governor's Office of Economic Development, is requesting statements of qualifications for a B2B Agent Training Platform Administrator to maintain, support, and scale a customized, mobile-responsive e-learning platform powered by Braeze software, with qualifications due July 20, 2026 under Utah Procurement Code 63G-6a Part 15 (Design Professional Service Providers and Consultants).

This is a direct-negotiation procurement: the highest-ranked vendor will be selected to negotiate contract terms and compensation determined to be fair and reasonable. If negotiations fail with the top-ranked vendor, the State may proceed with the next highest-ranked vendor. Vendors must not include pricing in their submissions.

The platform serves two primary functions: a Global B2B e-Learning Platform targeting travel agents, tour operators, and trade partners across eight active markets (Domestic/US, Canada, UK/Ireland, Australia/New Zealand, France/Belgium, Germany/Switzerland, South Korea, and India), and a Utah Ambassador/Front Line Training Program for in-state hospitality and tourism staff. The platform maintains approximately 60 minutes of core instructional content plus supplementary resources including itineraries, media assets, maps, webinars, and podcasts. Content updates occur twice annually, with baseline maintenance budgeted at up to 10% structural alterations to existing content and creation of 15 minutes of new content per year; modifications exceeding these limits require contract amendments. The Braeze system must maintain open architecture capable of deploying additional languages and versions per the Utah Office of Tourism's annual strategic objectives.

The contract term is one year with four optional one-year renewals. Year 1 funding is $30,400 ($10,400 for Italian Build activities; $20,400 for Braeze annual licensing and hosting). Years 2–5 funding will be determined based on additional language needs and content updates. The platform is hosted via Amazon Web Services using PHP, HTML, and MySQL frameworks with a 99.9% uptime guarantee and automated nightly off-site backups.

The vendor must maintain cyber security insurance with minimum $2,000,000 coverage, commercial general liability of at least $1,000,000 per occurrence and $3,000,000 aggregate, comply with NIST 800-53 and GovRAMP security standards, and ensure all State data is stored, processed, and destroyed within the United States. All custom deliverables become State property. Personnel with access to secure facilities or State data must undergo Federal Criminal Background Checks and comply with GDPR and local consumer privacy regulations across source markets. All software and hardware are warranted for one year.

Submissions must be made through the U3P online system. All questions must be submitted during the posted Q&A period on U3P; direct vendor-staff communication is prohibited except with the designated procurement officer.
