About this opportunity

Broward County is requesting proposals for Automated Teller Machine (ATM) services at five county locations, with responses due June 9, 2026. This is an open-end contract with no guaranteed minimum quantity; award will be made to the responsible bidder offering the highest guaranteed, fixed fee percentage per transaction.

The scope includes delivery, installation, 24/7 operation and maintenance of ATMs at Governmental Center East, BCJC West Building, BCJC East Building, and two Port Everglades locations. The vendor must provide all equipment, internet connectivity, preventative maintenance, and emergency repairs (two-hour response for emergency, four-hour for routine). ATMs must provide access to ALLPOINT, MONEYPASS, CO-OP, STAR, CIRRUS/PLUS, and American Express networks, operate free for WeFlorida Credit Union members, and remit fixed transaction-based fees to the County monthly by the 10th of the following month. The vendor must perform 100 percent of work without subcontracting.

The initial contract term is two years from the award date (or February 17, 2027, whichever is later), with up to three additional one-year renewal periods at the Director's discretion. The County may add or delete ATM locations with 30 days' notice.

No SBE/CBE reserve applies, though Broward County certified SBEs and CBEs are eligible for preference: in this bid context, a certified SBE or CBE within 10 percent of the lowest responsive non-certified bid may match that price and receive award consideration.

Vendors must obtain a Level 1 Florida Department of Law Enforcement background check at their own expense and acquire County contractor identification badges at least two weeks before service commencement. Port Everglades personnel visiting more than 15 times in 90 days must obtain permanent badges with annual renewal fees; Port dockside parking permits cost $100 per vehicle.

Minimum insurance includes general liability ($1 million per occurrence, $2 million aggregate), auto liability ($500,000 combined), workers' compensation at statutory limits with employers liability ($500,000), and professional liability ($100,000 maximum deductible per claim). Broward County must be named as additional insured. Questions are due by the specified date through the BPRO electronic platform. All responses must be submitted electronically through BPRO; responses by other means will not be considered.
