About this opportunity

The City of Wichita is requesting information on Asset Management Decision Support Tool software and implementation services for the Public Works & Utilities Department through RFI 260188, with responses due August 21, 2026 by 10:00 a.m. Central Time. The City explicitly states this is an educational RFI with no expectation of contract award; responses will inform future solicitation development if pursued.

The scope covers Commercial Off-The-Shelf DST software and implementation services to support evidence-based capital planning across linear assets (water, wastewater, stormwater, streets), vertical assets (facilities), and equipment (fleet) for Public Works & Utilities and Parks & Recreation. The tool must analyze asset attributes, Consequence of Failure scores, Level of Service scores, GIS data, and work order history to produce capital work plans and recommendations for asset replacement and refurbishment within constrained budgets. Implementation services include refining existing condition assessment frameworks, populating degradation curves and Expected Useful Life values, and providing ongoing data management support.

Respondents must demonstrate a minimum of three years' experience providing similar services and understanding of industry standards and best practices. Pricing must include estimated budgets split by funding source and service category, with hourly billing rates, expected hours, and efficiency suggestions. Separate cost estimates are required for implementation, data refinement, facility condition assessments, and ongoing data management across all seven asset categories (water, wastewater, stormwater, facilities, streets, fleet, parks and recreation).

Questions are due July 29, 2026 by 5:00 p.m., with answers provided via addendum on August 5, 2026. The City anticipates a 90 to 120-day evaluation period. Respondents must comply with the Kansas Open Records Act, provide conflict of interest certifications, acknowledge mandatory contractual provisions, and accept that all submitted materials become City property. The City encourages participation from emerging, disadvantaged, and women-owned businesses as subcontractors.
