About this opportunity

The City of Edgerton, Wisconsin is seeking proposals for an asphalt mill and overlay project targeting multiple city streets, including Interstate 51, Maple Court, Robinson Drive, Doty Drive, Pomeroy, Schieldt, Ebbott, Terrace Court, and Wilson Street. The procurement involves comprehensive street rehabilitation services, specifically requiring contractors to mill 2 inches of existing asphalt pavement and overlay 2.25 inches of hot mix asphalt across approximately 7,573 linear feet of roadway. Contractors must submit detailed proposals that include lump sum costs for each street section, along with documentation of firm experience, references, equipment specifications, and proposed project schedules. The submission deadline is 3:00 p.m. on Monday, April 27, 2020, with proposals accepted via sealed hard copy envelope or email to jsalvo@cityofedgerton.com. Evaluation criteria will focus on cost, schedule, and overall value, with the City reserving the right to select the most advantageous bid and potentially modify the road list. Qualified contractors must provide three municipal street project references within 30 miles of Edgerton that have survived a minimum of three winters and comply with Wisconsin Department of Transportation Standard Specifications for highway construction.

There are no specific set-aside designations or enterprise restrictions mentioned in the procurement documents. Contractors must obtain an independent testing laboratory approved by the City to perform quality control testing, conducting at least one density test per 1,500 square yards of pavement placed. Prior to commencing work, successful bidders must provide a certificate of insurance and agree to payment terms of 30 days following invoice submission and approval by the Municipal Services Director. While no specific budget range is explicitly stated, the project appears to be a comprehensive street rehabilitation effort with multiple street segments. The City of Edgerton retains flexibility in the contract, including the ability to adjust the project scope, reject any or all bids, and modify the schedule based on weather conditions. Contractors are required to visit the targeted road sites before submitting bids and must demonstrate technical capabilities in asphalt milling, hot mix asphalt placement, compaction, and tack coat application.
