About this opportunity

Prince George's County, Maryland Office of Procurement is requesting proposals for asphalt hot and cold mix supply and delivery services supporting roadway maintenance and emergency repair operations, with proposals due October 7, 2026, at 1:00 p.m. Eastern Time (extended from the original July 8 deadline per Addendum 3). This solicitation is open to all qualified vendors with no local, MBE, or supplier participation requirements, though the County encourages prime contractors to utilize certified County-based and minority business enterprises.

The scope covers furnishing, delivering, and stockpiling asphalt cold mix and hot mix materials throughout Prince George's County's road network of over 2,000 miles and 900 bridges. Cold mix asphalt must remain workable at temperatures as low as 14°F and adhere to wet and dry surfaces without surface heating or tack coat application. Hot mix asphalt must comply with MDOT/SHA Superpave mix design specifications. Only cold mix will be stockpiled; hot mix will not. Expected primary delivery locations include 8400 D'Arcy Road in Forestville, 7317 Northern Avenue in Glenn Dale, and 12911 Cherry Tree Crossing in Brandywine, though delivery can occur anywhere within the County. The Contractor is responsible for delivery, unloading, stockpile management, and inventory tracking in accordance with industry practices and County instructions. The County may provide a forklift to assist with unloading of palletized materials. All materials must comply with Maryland SHA and MDOT specifications and quality standards.

The initial contract term runs from the award date through June 30, 2027, with three optional one-year renewal periods through June 30, 2030. Unit prices are firm-fixed for the initial term; asphalt and diesel adjustments will apply. The County does not guarantee minimum or maximum quantities. No bonding is required. Contractors must maintain $1 million commercial general liability per occurrence, $1 million commercial automobile liability combined single limit, statutory workers' compensation, and $1 million professional liability. Prevailing wage and livable wage requirements under Prince George's County Code Section 10A-144 apply.

Evaluation focuses on the offeror's ability to provide compliant materials, meet delivery and emergency response needs, support continuity of supply, and demonstrate relevant experience. The pre-proposal conference is scheduled for June 29, 2026, at 11:00 a.m. via Microsoft Teams (communicate intent to attend to Tatiana Ayres-Beezer at tdayres@co.pg.md.us). Questions are due July 1, 2026. Offerors must acknowledge receipt of Addenda 1–4 in their proposal submissions; failure to do so may render the bidder non-responsive.
