About this opportunity
Education Service Center, Region 10 (Region 10 ESC) is soliciting proposals on behalf of itself and the national Equalis membership for a comprehensive Asphalt & Concrete Paving, Materials, and Services contract. The procurement seeks to establish a master agreement for paving solutions including new installations, resurfacing, maintenance, repair services, and complementary work like excavation and drainage. Vendors must provide detailed proposals covering product lines, pricing methodologies, and service capabilities, with evaluation focused on four key areas: Products/Pricing (30 points), Performance Capability (25 points), Qualification and Experience (25 points), Work Plan Management (10 points), and Commitment to Service (10 points). The solicitation requires a maximum 120-page proposal submission, including multiple certification forms, detailed pricing attachments, and a mandatory 3% administrative fee. Key dates include a proposal release on September 10, 2025, with responses due on October 1, 2025 at 2:00 PM Central Standard Time, and an anticipated contract effective date of November 1, 2025 for an initial two-year term with potential three-year renewal options.
The contract is designed to serve a broad range of public agencies, including counties, cities, school districts, higher education institutions, and non-profit organizations through a cooperative purchasing program. While no specific set-aside designations were explicitly mentioned, the solicitation encourages comprehensive and competitive proposals from vendors capable of serving multiple jurisdictions across all 50 states. The procurement anticipates an annual contract volume exceeding $50 million by the third year, with pricing flexibility including Job Order Contracting using RS Means unit price books, coefficient-based pricing, and percentage discounts from catalogs. Region 10 ESC reserves the right to award the contract to one or multiple vendors, limiting awards to the least number necessary to meet membership requirements. Vendors must demonstrate financial stability, provide comprehensive references, detail project management capabilities, and comply with federal, state, and local regulations. The contract's structure allows for case-by-case administrative fee negotiations for large or highly competitive opportunities, providing economic benefits through volume purchasing and reduced administrative costs.
