About this opportunity

The State of Utah Division of Wildlife Resources, through the State of Utah Division of Purchasing, issued IFB AS27-107 on September 17, 2026 for aerial seeding services across Oak Springs Phase I and Boobe Hole, with bids due September 24, 2026 — a procurement now closed and awarded.

The scope comprises aerial seeding of approximately 2,608 acres across three units using aircraft with GPS technology and 80-foot seeding swath capability. Unit #1 (Oak Springs Mastication Phase I, 669 acres) and Unit #2 (Oak Springs Harrow Phase I, 1,688 acres) of the BLM portion must commence seeding by September 24, 2026 and complete by October 7, 2026. Unit #3 (Boobe Hole Mastication Project Phase III, 251 acres) must complete by November 15, 2026 due to private-land restrictions. Bidders submit on a cost-per-acre basis. The contractor transports and handles approximately 23,912 pounds of seed mix (grasses, forbs, shrubs) from the Great Basin Research Center in Ephraim, Utah to work sites; identifies and secures airport facilities at Richfield, Wayne, or Junction, Utah; conducts operations commencing no later than 8:00 a.m. to minimize wind drift; provides GPS coverage documentation upon completion; and maintains radio communication with government inspectors. Seeding operations may be postponed if wind exceeds 10 miles per hour. The contractor must guarantee pricing through project completion and maintain commercial general liability insurance of no less than $1,000,000 per occurrence and $3,000,000 aggregate, plus commercial automobile liability of $1,000,000 per occurrence.

SafeChem Pest was awarded the contract as the lowest responsive and responsible bidder at a total cost of $16,925.92 ($6.49 per acre across all units). Four vendors submitted bids. No mandatory site visit was required. No set-asides or preferences are identified. Payment is due within 30 days of correct invoice following service delivery and acceptance; the contractor warrants performance for one year with state remedies including repair, replacement, or full refund for non-conforming work.
