About this file

This is an Award Memo issued by the State of Utah Division of Purchasing and General Services announcing the intent to award a contract for aerial seeding services under solicitation AS27-107 for Oak Springs Phase I and Boobe Hole Aerial Seeding. The Division of Wildlife Resources conducted the procurement process. The project encompasses aerial seeding services for two distinct phases: units #1 and #2 of the BLM portion must be completed between September 24, 2026 and October 7, 2026, while unit #3 (Boobe Hole Mastication Portion) must be completed by November 15, 2026 due to restrictions associated with private land. No mandatory site visit was required for this solicitation. The evaluation of responses followed criteria stated in the original solicitation document, and the award was made to the lowest total cost responsive and responsible vendor.

The awarded vendor must not commence work, purchase materials, or enter into subcontracts until both the recipient and the Division of Purchasing and General Services execute the contract or issue a purchase order. Receipt of the award notification does not constitute a contract; only an executed purchase order or signed contract between the awarded vendor and the Division creates a binding agreement. Vendors are required to guarantee their pricing through the term of the project. Vendors have seven days from issuance of this notice to submit any protests regarding the award decision. The protest must be submitted in writing to the Procurement Officer and must clearly identify the solicitation and detail the nature of the protest.
