About this file

This scope of work document outlines aerial seeding specifications for a habitat restoration project jointly managed by the Bureau of Land Management (BLM) Richfield Field Office and the Utah Division of Wildlife Resources (UDWR). The project encompasses three units totaling approximately 2,608 acres in Sevier County, Utah, across both BLM and private lands: Oak Springs Mastication Phase I Seeding (Unit #1, 669 acres), Oak Springs Harrow Phase I Seeding (Unit #2, 1,688 acres), and Boobe Hole Mastication Project Phase III (Unit #3, 251 acres). Contractors must provide labor, equipment, supplies, and materials to apply seed mixes consisting of grasses, forbs, and shrubs at specified bulk rates per acre using aircraft equipped with GPS technology and capable of maintaining an 80-foot seeding swath width. Seeding operations must commence by 8:00 a.m. to minimize wind drift, with Units #1 and #2 required to be completed between September 24 and October 7, 2026, and Unit #3 completed by November 15, 2026. A pre-work conference will be held at the project site prior to work commencement to review specifications and work procedures.

Bids must be submitted on a cost-per-acre basis for each unit, with the contractor responsible for identifying and securing airport facilities at Richfield, Wayne, or Junction, Utah. The project requires transport and handling of approximately 23,912 pounds of seed supplied in 1,250 to 1,300-pound fertilizer sacks from the Great Basin Research Center in Ephraim, Utah to work sites. Contractors must provide GPS coverage documentation in electronic format upon completion of treated areas and maintain radio communication systems for coordination with government inspectors and personnel. UDWR retains final authority over payment determinations based on acreage measurement and completion of work according to specifications. The government reserves the right to postpone seeding operations if wind speeds exceed 10 miles per hour. Contractor pricing must remain guaranteed through the completion of the project term.

OAK SPRINGS PHASE I AND BOOBE HOLE

AERIAL SEEDING PROJECT

SPECIFICATIONS - 2026

Projects: Oak Springs Mastication Phase I Seeding (Unit #1) Oak Springs Harrow Phase I Seeding (Unit #2) Boobe Hole Mastication Project Phase III (Unit #3)

General:

The Bureau of Land Management (BLM) Richfield Field Office and Utah Division of Wildlife Resources (UDWR) are acquiring services for aerial seeding as part of the above-mentioned projects. The aerial seeding project would be for Mechanical Mastication and Harrow Treatments. Aerial seeding will need to be completed before implementation of the projects can begin.

Description of Work:

Furnishing labor, equipment, supplies, and materials, except for specified Government-furnished property, to aerial seed a total of approximately 2,608 Acres for Habitat Restoration occurring in Central Utah.

Location:

This project is in Sevier County; this project is located on BLM and Private Lands. Vicinity maps showing aerial seeding locations are attached. Only areas outlined on the project maps will be aerially seeded.

Acreage: Unit #1: 669 acres @ 10.48 bulk lbs/acre (Mastication)

Unit #2: 1,688 acres @ 7.11 bulk lbs/acre (Harrow)
Unit #3: 251 acres @ 18.85 bulk lbs/acre (Boobe Hole Mastication)

Airports: Above mentioned projects can be flown from the Richfield UT, Wayne UT, and Junction UT, Airports. It is the contractor’s responsibility to identify and secure the locations they wish to fly from.

Pricing: Bids are to be submitted on a cost per acre per unit basis.

Seeding Rate:

Primary Seed Mixes will be applied at bulk rates specified above. The mixed seed will include a combination of grass, forbs and shrubs. Aircraft used must be capable of seeding at these specified rates. The approved Contractor will be required to fly at a maximum 80’ seeding swath width. Overlapping of flight seeding pattern will reduce “stripping” in the overall seeding project.

GPS Technology:

The aircraft must be equipped with a global positioning system that is used to establish flight lines for 100% coverage. U DWR or BLM will provide to the Contractor an electronic file containing coordinate positions of treatment areas in an ARC/INFO GIS format. The Contractor shall provide a Trimble, ARC/INFO or ARCVIEW electronic file in UTM projection North America Datum 1983 of treatment coverage upon completion of each treated area or as required by the Contracting Officer. A government representative shall monitor the Contractors GPS to assure Contractors compliance with contract specifications.

Seed Application:

The Contractor shall certify to UDWR and/or BLM they have the capability to meet the requirements of the request for quote prior to performing any aerial work.

Radio Communication:

The Contractor shall provide a communication system so that contractor personnel engaged in the project at different locations can communicate at all times with each other and so that Government Project Inspectors may communicate with the contractor at any time to discuss performance matters.

Total Weight:

Approximately 23,912 lbs. of seed will be provided. All seed will be supplied in 1,250 - 1,300 lb. fertilizer sacks. It will be the responsibility of the contractor to have equipment on site to offload and load the seed into the aircraft. Seed mixes will consist of a combination of grasses, forbs and shrubs.

Seeding Date: Seeding should start on or before September 24th, 2026 and should be completed by October 7th 2026. This will be for units #1 and #2 of the BLM portion.

The Boobe Hole Mastication Portion unit #3 will need to be applied on or Before November 15th, 2026. This is due to other restrictions associated with private land.

Seeding contractor will need to coordinate closely with UDWR/BLM to determine the best timing for the seeding.

Timing:

The contractor will be expected to begin seeding by 8:00 a.m. to avoid windy conditions and minimize seed drift. The government reserves the right to postpone the seeding operation if wind speed exceeds 10 miles per hour.

Seed Transport, Storage, and Handling:

The contractor will be required to load and transport seed from the Great Basin Research Center and Seed Warehouse (GBRC) in Ephraim, Utah to the worksites and shall be responsible for its protection from loss or damage during transport and application.

Great Basin Research Center 494 West 100 South Ephraim, UT 84627
