About this opportunity

Broward County Construction Management Division is requesting proposals from three professional architectural firms licensed under Florida Statutes Chapter 481 to provide architectural and engineering consultant services on a continuing basis for vertical construction projects, with proposals due August 28, 2026. The solicitation is governed by the Consultants' Competitive Negotiation Act (CCNA) under Florida Statutes Section 287.055 and carries a 25% County Business Enterprise (CBE) goal participation requirement set by the Office of Economic and Small Business Development (OESBD).

Firms must hold current Florida Registered Architect licenses and are eligible to participate in the CBE goal program. The scope encompasses remodeling, renovation, new construction, and miscellaneous professional services including facility documentation, design, cost estimating, construction administration, field inspections, and specialty consulting across structural, mechanical, electrical, civil, geotechnical, LEED, and life safety disciplines. Work authorizations will be issued on an as-needed basis for governmental, educational, healthcare, correctional, recreational, and infrastructure facilities.

The continuing agreement term is five years with no guaranteed work assignments. Individual projects must not exceed $7.5 million in construction cost; each firm's cumulative contract value (including renewals) shall not exceed $10 million. Award does not guarantee work assignments, limit the County's ability to procure similar services from other vendors, or obligate parity among selected consultants. All consultant-produced documents and products are retained by the County for future reuse.

Vendors must maintain General Liability ($1 million per occurrence / $2 million aggregate), Professional Liability ($2 million per claim, maximum $100,000 deductible), Auto Liability ($500,000 combined), Employers Liability ($500,000 per accident), and Pollution/Environmental Liability (maximum $10,000 deductible) coverage, designating the County as additional insured with primary coverage and waiver of subrogation. Vendors must provide 30 days' notice of cancellation and maintain coverage for three years after contract completion.

All personnel must clear Level 1 Florida Department of Law Enforcement background screening at contractor expense, submitted at least two weeks before work begins. Security requirements vary by facility type and may include TWIC credentials, FAA compliance, and national fingerprint-based records checks for security-critical locations. Subcontractors and subconsultants must comply with equivalent requirements.

All submissions are due electronically through BPRO by August 28, 2026. Evaluation is non-price-based (100 points total). Questions are due by a date specified in BPRO. Tiebreaker criteria include local business certification, Domestic Partnership Act compliance, drug-free workplace certification, and lowest dollar volume of previous County payments over five years.
