About this opportunity

Pinellas County is seeking an Invitation to Quote (ITQ) #24-0767-ITQ for Appliance Repair Services through its Department of Administrative Services (DAS), Facilities and Real Property division. The county aims to establish a three-year contract for comprehensive on-site appliance repair services covering residential, commercial, and industrial grade appliances across all county properties and facilities. The successful vendor must provide all necessary parts, labor, equipment, transportation, and materials for repairs, with a requirement to offer 24/7 service including emergency responses within 3 hours, high-priority requests within 8 hours, and routine requests within 3 days. Vendors must quote rates for standard and non-standard service calls, including labor rates for standard and urgent/emergency scenarios, and provide a percentage discount off manufacturer's suggested retail price (MSRP) for parts. The solicitation was released on May 31, 2024, with proposals due by June 11, 2024, at 3:00 pm, and the initial contract term is 36 months with potential extensions of two additional 12-month periods. The county's extensive appliance inventory includes over 170 individual pieces of equipment from more than 40 manufacturers, encompassing refrigerators, washers, dryers, and various commercial kitchen equipment.

The solicitation includes a Small Business Enterprise (SBE) program that provides a potential 5% pricing advantage to certified local small businesses, creating opportunities for disadvantaged enterprises. Vendors must maintain a one-year warranty on all parts and labor, provide detailed technical reports for each service call, and comply with various insurance and legal requirements, including E-Verify verification. The initial contract amount is set at $100,000, with an estimated annual expenditure of $36,666, and historical spending with the vendor averaging $18,192.30. The contract will be funded through the DAS Department Operating Budget, with account strings allocated across multiple departments. To manage potential budgetary constraints, the department plans to absorb any negative financial impacts by reprioritizing planned projects for fiscal year 2025. The procurement appears to be structured to provide flexibility in vendor selection while ensuring comprehensive coverage of the county's diverse appliance repair needs across multiple facilities and equipment types.
