About this opportunity

The City of Richardson is soliciting bids for an annual requirements contract for temporary general and heavy labor services under ITB format, with sealed bids due June 25, 2026 at 2:00 p.m. Central Time via https://cor.bonfirehub.com or in person. A pre-bid conference is scheduled for June 4, 2026 at 2:30 p.m. Central Time via Zoom, and written clarification requests are due June 11, 2026 by 4:00 p.m. Central Time through Bonfire.

The scope covers two labor categories: General Laborers and Solid Waste Heavy Laborers. Contractors must quote a percentage markup applied to a base hourly wage rate of $18.24 per hour, with all costs, fees, overhead, and profit included in the markup. Contractors bear responsibility for all labor-related taxes, workers' compensation, unemployment insurance, federal income withholding, and comprehensive background checks (minimum seven years of criminal history verification) and drug testing completed prior to worker assignment. Contractors must supply qualified laborers within three hours of request and provide replacement workers within one hour if an assigned laborer cannot work, at no additional cost to the City.

The estimated annual expenditure is approximately $600,000. The initial contract period is twelve months from award, with the City holding options to extend for four additional one-year periods under identical terms. The City intends to select multiple contractors and reserves the right to terminate with thirty days' written notice.

Award will be based on best value using weighted criteria: percentage markup on labor rates (50%), bidder experience and qualifications (25%), quality of questionnaire responses (15%), and reported response times (10%). Required insurance includes $1,000,000 Commercial General Liability, Workers' Compensation as required by state law, $1,000,000 Automobile Liability, and $2,000,000 Excess Liability, with the City named as additional insured.

Bidders must submit five references from work performed within the past three years, a completed Bidder Acknowledgement Form, responses to a detailed operational questionnaire, and all required certifications including Conflict of Interest Questionnaires and Certificate of Interested Parties (Form 1295). Failure to provide any enumerated documentation results in non-responsive designation.
