About this file
This is a questionnaire document for the City of Richardson, Texas's solicitation for an annual requirements contract for Temporary General and Heavy Labor Services. The questionnaire requires bidders to provide comprehensive responses addressing their operational capabilities, including their testing procedures and selection criteria for assessing laborer knowledge, skills, and abilities; their methodology and timeline for supplying qualified personnel upon notification of need; their procedures for replacing underperforming temporary laborers; and the average time required to place qualified laborers after receiving a request. Bidders must also detail their drug testing frequency for employees, their criminal history reporting practices covering at least seven years of residence history, and their ability to certify completion of required drug screening and criminal history checks within two weeks of laborer assignment to the City.
The questionnaire further requires bidders to submit billing samples and explain their billing dispute resolution procedures, provide information on their length of time in business, disclose any previous contract or lease cancellations or early terminations, confirm state of Texas business certification, and verify participation in E-Verify for determining work eligibility. Bidders who fail to respond to all questionnaire items or provide incomplete or abbreviated responses may be rejected as non-responsive. The document specifies that handwritten responses must be legible and permits bidders to attach additional sheets as needed to fully address the required questions.
