About this opportunity

Alpine School District in Utah County seeks a qualified vendor to provide comprehensive annual fire alarm system testing and inspection services in accordance with NFPA standards across 97 district facilities, including 10 high schools, 15 junior/middle schools, 60 elementary schools, and 12 alternate education/district buildings. The scope of work encompasses testing, inspection, and documentation of fire alarm panels, smoke detectors, heat detectors, duct detectors, pull stations, strobes, horns, water flow devices, magnetic doors, smoke dampers, and related components on annual and semi-annual schedules as required by NFPA guidelines. All testing must be completed between July 1 and June 1 annually, with comprehensive reports submitted within 30 days of completion. Key qualifications include a minimum of five years of business operation, current business licensing and state contractor's licensing, lead technicians certified at NICET Level 3 or higher, and support technicians certified by the National Institute for Certification. The evaluation process occurs in two stages: Stage One allocates 250 points for company history and profile, 300 points for demonstrated technical capability and expertise, and 150 points for references, with a minimum threshold score of 80 percent (56 points) required to advance; Stage Two allocates 300 points for cost using a competitive formula where the lowest bidder receives full points and all other proposals receive proportional percentage-based points. Proposals must be submitted electronically through the Utah Public Procurement Place (UPPP) by 2:00 p.m. Mountain Time on Thursday, February 5, 2026 (Solicitation #ASD02052026HM-B). The resulting contract will commence March 1, 2026, and run for a maximum of five years, with pricing guaranteed for the first year.

No set-aside designations or restrictions specific to disadvantaged enterprises are identified in the RFP documentation provided. However, all vendors must certify compliance with anti-boycott provisions under Utah Code Annotated 63G-27, confirm they are not providing forced labor products or utilizing restricted foreign entities, and are not debarred from federal contracting. All contractor personnel must undergo and pay for background checks prior to working at facility sites. The district anticipates reconfiguration effective July 1, 2027, into three separate districts (Lake Mountain, Aspen Peaks, and Timpanogos School Districts), and any awarded vendor must agree to honor the same pricing and contract terms with the newly formed districts resulting from this reconfiguration. No incumbent vendor, current contractor, or specific budget range is disclosed in the available solicitation documents. All quoted pricing must include labor, supervision, transportation, insurance, licenses, permits, tools, equipment, materials, and services necessary to complete required inspections, with pricing remaining valid for one year and subject to documented justification and approval for any increases in subsequent contract years.
