About this file

This is a Request for Proposal (RFP) issued by Alpine School District in Utah for Annual Fire Alarm Testing and Inspection Services covering the period 2026-2031. The District seeks a qualified vendor to provide comprehensive fire alarm system testing and inspection services in accordance with National Fire Protection Association (NFPA) standards across 97 total facilities, including 10 high schools, 15 junior/middle schools, 60 elementary schools, and 12 alternate education/district buildings. The scope of work includes testing and documentation of fire alarm panels, smoke detectors, heat detectors, duct detectors, pull stations, strobes, horns, water flow devices, magnetic doors, smoke dampers, and related components on annual and semi-annual schedules as required by NFPA guidelines. The RFP submission deadline is 2:00 p.m. Thursday, February 5, 2026, through the Utah Public Procurement Place (UPPP). The contract will commence on March 1, 2026, and will run for a maximum of five years, with pricing guaranteed for the first year and potentially continuing through year five. The District anticipates reconfiguration effective July 1, 2027, into three separate districts (Lake Mountain, Aspen Peaks, and Timpanogos), and any awarded vendor must honor existing pricing and terms with the newly formed districts. Testing must be completed annually between July 1 and June 1, with all reports submitted within 30 days of completion.

The proposal evaluation will occur in two stages, with Stage One requiring a minimum threshold score of 80 percent (56 points) to advance. Stage One evaluation criteria allocate 250 points for company history and profile, 300 points for demonstrated technical capability and expertise, and 150 points for references. Stage Two evaluation allocates 300 points for cost using a competitive formula where the lowest bidder receives full points and all other proposals receive a proportional percentage based on the lowest cost divided by their proposed cost. Mandatory minimums include five years of business operation, submission of Schedules A, B, and C, current business licensing, state contractor's licensing, and proof of liability and workers compensation insurance. The successful vendor must employ lead technicians certified at NICET Level 3 or higher and support technicians certified by the National Institute for Certification. All contractor personnel must undergo and pay for background checks prior to working at facility sites. The District reserves the right to conduct weekly meetings with the contractor during the first month and as often as necessary thereafter. Any deviations from the scope of work must receive written approval from the District Electrical Foreman and the local Fire Marshal. Additional costs for new buildings or facility additions will be negotiated based on verifiable contractor costs for labor, materials, and transportation.
