About this opportunity

The City of New Haven, Connecticut is requesting bids on renovation and addition of an existing animal shelter located at 81 Fournier Street, with bids due June 24, 2026 at 3:00 p.m. The project carries a mandatory 25% participation goal for minority and women-owned small businesses and qualifies for set-asides under Connecticut's Small Contractor Development program. A pre-bid meeting was held June 2, 2026 (non-mandatory); the question deadline is June 10, 2026 at 5:00 p.m.

The scope includes concrete trenching, patching, and masonry modifications; interior and exterior removals; plumbing, HVAC, and electrical modifications; and interior renovations to restrooms, break room, cat isolation room, laundry, grooming, and disinfection rooms with new acoustical panel ceilings and LED lighting. The addition comprises approximately 700 square feet of cast-in-place concrete walls and wood joist roof framing built into a rear slope, including storage, dishwashing, and veterinary exam spaces. Exterior work includes concrete sidewalks and chain-link fencing. HVAC design and structural equipment support specifications will be released in an addendum.

All work is subject to Connecticut prevailing wage rates effective May 8, 2026 (ranging from $22.20 to $69.55 hourly plus fringe benefits) and the City of New Haven Living Wage Ordinance for contracts under $100,000. Apprentice hiring is mandatory at a minimum of 15% of the workforce by trade, with at least 50% of apprentices being first-year. Local preference applies: city-based businesses within 15% of the lowest bid are eligible for consideration.

Bids must be submitted electronically through the City's eProcurement Portal and exclude all taxes. A bid bond of 5% is required for bids exceeding $100,000. Performance and labor bonds equal to 100% of the contract amount are required. Insurance includes general liability ($1,000,000 per occurrence / $2,000,000 combined aggregate), workers' compensation at statutory limits, and builder's risk at 100% of project completion value. The MBE Utilization Form is mandatory; failure to submit results in bid rejection. Commission on Equal Opportunities pre-award conference attendance is required, with tiered EEOC fees due within seven business days. The contract term is one year unless the City exercises renewal options at its sole discretion. Funding is contingent on availability; the City reserves the right to reject all bids or cancel the project.
