About this file

This document is a footnotes guide from the Connecticut Department of Labor Wage and Workplace Standards Division, effective July 1, 2025, providing prevailing wage benefit requirements for various construction trades working on state and local projects in Connecticut. The footnotes clarify specific paid holiday schedules and vacation benefit calculations for occupations including bricklayers, cement masons, concrete finishers, stone masons, dredging workers, elevator constructors, glaziers, power equipment operators, ironworkers, laborers in tunnel construction, roofers, sprinkler fitters, and truck drivers in heavy and highway construction and building construction. These guidelines apply to the Animal Shelter Renovation and Addition project, which involves concrete trenching and patching, masonry modifications, plumbing, HVAC, and electrical modifications, interior renovations including restrooms, break rooms, cat isolation rooms, laundry, grooming and disinfection rooms, a 700-square-foot addition with cast-in-place concrete walls and wood joist roof framing, and exterior work including concrete sidewalks and chain-link fencing.

The prevailing wage benefits outlined in the footnotes are mandatory for applicable trades and must be paid at the appropriate prevailing wage rate. Paid holidays vary by occupation, ranging from single holidays such as Christmas Day for glaziers to comprehensive lists including New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas Day for multiple trades. Vacation benefits are specified as either a percentage of the straight-time hourly rate multiplied by total hours worked or as employer contributions to vacation pay credit based on years of service. Eligibility requirements for holiday pay are detailed for each trade, often requiring employees to work specified days before and after the holiday or to maintain a minimum tenure with their employer. These requirements ensure compliance with Connecticut's prevailing wage standards for all workers on this renovation project.
