About this opportunity
The State of Utah Division of State Parks is requesting bids for vault toilet and holding tank waste pumping services at Bear Lake State Park's Eastside locations under IFB AM27-108, with bids due September 17, 2026. This procurement has closed and moved to award; three vendors submitted bids, and Tripple T Septic Cleaning LLC submitted the lowest responsive bid at $17,150 total ($425 per vault toilet pump and $500 per holding tank service).
The scope covers pumping, washing down, recharging, cleaning, disinfecting, and disposing of waste from 38 individual 1,000-gallon vault toilets housed in 26 CXT-style restroom buildings and two in-ground holding tanks (1,700 gallons at South Eden and 1,500 gallons at North Eden) across Bear Lake State Park's Eastside from First Point north to North Eden. Service locations span the Eastside with Laketown, Utah as the nearest staging municipality. The baseline requirement is 40 annual service pumps, though services are provided on an as-needed basis with primary pumping traditionally occurring once per year in fall. The contractor must complete standard service requests within 72 hours (excluding weekends) of notification and emergency services within 24 hours. The contractor bears all operational costs, including water supply for washdown, debris removal and disposal, waste transportation in watertight containers, and all dumping fees at certified wastewater disposal facilities. The contractor must submit disposal receipts and manifests with invoices and comply with local, state, and federal environmental and health regulations, including aquatic invasive species decontamination requirements where applicable.
The contract term is five years with guaranteed pricing for one year. Unit pricing must be all-inclusive of delivery, travel time, disposal fees, fuel surcharges, and environmental fees. Price adjustments after the first year require written submission at least 30 days prior to the effective date, supported by documented market shifts or verifiable increases in municipal disposal fees, and require Division of Purchasing approval. Invoices must be submitted within 30 days of service completion and itemized by number of pumps at established unit rates. The State reserves the right to adjust pumping frequency or facility count based on operational needs, with total contract amount adjustable through formal amendment. No mandatory site visit was required. Award will be made to the lowest cost responsive and responsible vendor.
