About this file

This is a Scope of Work document issued by the State of Utah Division of State Parks for vault toilet and holding tank waste pumping services at Bear Lake State Park's Eastside locations. The contractor shall provide all labor, equipment, supervision, transportation, and supplies necessary to pump, wash down, recharge, clean, disinfect, and dispose of waste from 38 individual 1,000-gallon vault toilets housed in 26 CXT-style restroom buildings and two standalone in-ground holding tanks (one 1,700-gallon tank at South Eden and one 1,500-gallon tank at North Eden). Service locations span the Eastside of Bear Lake State Park from First Point north to North Eden, with Laketown, Utah serving as the nearest staging municipality. The estimated baseline requirement is 40 annual service pumps (38 vault pumps and 2 holding tank pumps), though services are provided on an as-needed basis with primary pumping traditionally occurring once per year in the fall. The contractor must complete standard service requests within 72 hours (excluding weekends) of initial notification and emergency services within 24 hours. The contract term is five years with guaranteed pricing for one year, and no mandatory site visit or bidders' conference is required.

The contractor is responsible for all operational costs, including water supply for washdown and recharging, debris removal and disposal, waste transportation in watertight containers, and all dumping fees at certified wastewater disposal facilities. The contractor must submit disposal receipts and manifests with each invoice and comply with all local, state, and federal environmental and health regulations, including aquatic invasive species decontamination requirements if drafting water from natural sources. Invoices must be submitted within 30 days of service completion and itemized by the number of pumps completed at established per-pump unit rates. The State reserves the right to adjust pumping frequency or facility count based on operational needs, and the total contract amount may be increased through formal amendment. Awards will be made to the lowest cost responsive and responsible vendor.

All service locations are situated along the Eastside of Bear Lake State Park, Utah, accessible via Cisco Road (East Shore Road). Service areas extend from First Point north to North Eden. The nearest municipality for staging and routing is Laketown, Utah 84038.

QUANTITY AND ANTICIPATED FREQUENCY

Services are required on an as-needed ("at will") basis upon request from park management, though primary pumping traditionally occurs once per year in the Fall.

The park contains 26 CXT-style restroom buildings housing a total of thirty-eight (38) individual 1,000-gallon vaults, as well as two (2) standalone in-ground holding tanks (a 1,700-gallon tank at South Eden and a 1,500-gallon tank at North Eden).

For bidding and cost evaluation purposes, the park estimates an annual baseline requirement of forty (40) total service pumps per year (38 vault pumps and 2 holding tank pumps). (Note: These pump counts are estimates for bid evaluation purposes only and do not constitute a guaranteed minimum or maximum.)

SPECIFIC REQUIREMENTS

· Availability & Scheduling: Contractor shall be available on an as-needed basis, as the exact dates and frequency of required services cannot be predetermined. Standard service hours shall be between 8:00 AM and 5:00 PM.

· Notification & Response Times:

· Standard Requests: A Bear Lake State Park employee will notify the Contractor of required service. Initial notification may be by phone, mail, or other electronic means, followed by written confirmation within 24 hours. The Contractor shall complete the required service within 72 hours (excluding weekends) after initial notification, or as otherwise agreed upon with the Park Manager.

· Emergency Service: Occasional emergency pumping may be required outside of standard hours. Response time for emergency service shall be within 24 hours of notification. Emergency service will be billed in accordance with the Emergency Service Line Item rate provided on the bid schedule.

· Debris Handling: Pumping services include removing and handling non-sewage debris found in vaults (e.g., cans, bottles, rocks, sticks, clothing, plastic containers, metal products, whole toilet paper rolls, tools, diapers, sanitary napkins, trash). All debris removed must be placed into leak-proof containers to prevent ground contamination and disposed of lawfully. If unpumpable bulk debris (e.g., large construction materials or logs) prevents standard vacuum operation, the Contractor must notify the Park Manager prior to proceeding. The State will take reasonable precautions (e.g., instructional signage) to discourage public littering into vaults.

· Sanitation & Site Protection: All contaminated areas resulting from the pumping process shall be thoroughly cleaned and disinfected. Any waste spilled on interior floors or walls during pumping or debris removal must be disinfected immediately using solutions approved by the Park Manager and in full accordance with local, state, and federal regulations. Toilet paper dispensers and risers must be protected, and toilet paper covered with waterproof material prior to work. If toilet paper becomes contaminated, the Contractor must replace it or notify the Park Manager immediately.

· Water & Vault Recharging: On-site water is not guaranteed to be available to the Contractor for tank pumping, washdown, or cleanup. Contractor is responsible for supplying all water necessary for washdown operations and for initial recharging of vaults/tanks following service.

· Water Drafting Requirements: If the Contractor requires drafting water from a lake, pond, or stream:

· Drafting must occur where it least interferes with public use and is least visible to the public.

· No waste shall be introduced into any body of water. Water drafting equipment must be completely separate from waste pumping and hauling equipment.

· All drafting sites and methods must be pre-approved in writing by the Park Manager and executed in full compliance with state aquatic invasive species (AIS) decontamination regulations.

· Licensing & Waste Disposal: Contractor shall be properly licensed and responsible for all disposal arrangements, including payment of all dumping fees. The Park Manager shall be informed of all disposal sites before pumping begins. Waste (sewage and debris) must be hauled in watertight containers in full compliance with applicable health, local, state, and federal regulations. Contractor must submit copies of disposal receipts/manifests from a certified wastewater disposal facility attached to each invoice.

· Public Non-Interference: Contractor and employees shall make every effort to minimize disruption to normal public use and occupancy of recreational areas. Work areas must be safely cordoned off during pumping operations.

· Professional Conduct: Contractor personnel and equipment must remain presentable, safe, and operable at all times. The Park Manager reserves the right to require the removal of any contractor employee deemed incompetent, careless, discourteous, or otherwise objectionable.

· Property Damage: Any damage or defacement to State of Utah property or land resources caused by Contractor operations shall be repaired to its original condition at the Contractor's expense. Onsite inspection will be conducted by park personnel prior to work acceptance.

INVOICING & SERVICE ADJUSTMENTS

· Submission Deadline: Invoices must be submitted to Bear Lake State Park personnel within thirty (30) days of completed service.

· Itemized Billing: Invoices must be itemized strictly by the number of vault or holding tank pumps completed at the established contract per-pump unit rates. Invoices must include service dates, specific vault/tank locations serviced, and corresponding disposal receipts/manifests from a certified disposal facility.

· Service Volume Adjustments: State Parks reserves the right to increase or decrease pumping frequency or the number of active facilities based on operational needs, park closures, or weather conditions.

· Contract Amendments: The total contract amount may be increased during the contract term via formal written amendment based on increases in requested services or facility additions.
