About this file
This is a Cost Sheet attachment for an Invitation for Bid (IFB) issued by the State of Utah Division of Purchasing on behalf of the Division of State Parks for vault toilet and holding tank waste pumping services at Bear Lake State Park's Eastside locations. The contractor will be responsible for pumping, washing down, recharging, cleaning, disinfecting, and disposing of all waste products from 38 vault toilets (1,000-gallon capacity) and 2 holding tanks (1,500-1,700 gallon capacity) across the park's Eastside locations. The contract will be awarded to the lowest cost responsive and responsible bidder and will have an initial term of 5 years, with pricing guaranteed to remain firm for the first year of the contract.
Bidders must submit unit pricing per pump for both vault toilet and holding tank services, with all costs being all-inclusive of delivery, pumping, travel time, disposal fees, municipal or landfill tipping fees, fuel surcharges, environmental fees, and any other associated costs. Contract award will be determined by the lowest total evaluated cost, calculated by multiplying the unit price per pump by the estimated annual quantities (38 pumps for vault toilets and 2 pumps for holding tanks). Any price adjustments after the first contract year must be based on documented market shifts or verifiable increases in municipal disposal fees and require written submission at least thirty days prior to the desired effective date and approval by the Division of Purchasing.
