About this file
This is an award memo issued by the State of Utah Division of Purchasing and General Services regarding contract AM27-108 for vault toilet and holding tank waste pumping services at Bear Lake State Park's Eastside locations. The solicitation sought a single vendor to pump, wash down, recharge, clean up, disinfect, and dispose of all waste products from vault toilets and holding tanks. The contract term is five years with vendor pricing guaranteed for the first year. No mandatory site visit was required for this invitation for bid. The award was made to the lowest cost responsive and responsible vendor based on the evaluation criteria specified in the solicitation.
The award memo establishes that the intended awardee is identified in accompanying award documentation available on the public purchasing website. The awarded vendor is prohibited from beginning work, purchasing materials, or entering into subcontracts until both parties execute a formal contract or purchase order with the Division of Purchasing and General Services. The receipt of this notification does not constitute a binding contract; only a signed executed PO or contract creates enforceable obligations. Vendors have seven days from the issuance date to submit written protests of the award decision to the Procurement Officer, which must clearly identify the solicitation and detail the nature of the protest.
