About this opportunity
The Auraria Higher Education Center (AHEC) is requesting bids on high-priority structural repairs and waterproofing at the 7th Street Garage, 799 Lawrence Way, Denver, Colorado, under IFB AHEC-27705-B, with bids due October 9, 2026, at 2:00 p.m. and a mandatory pre-bid conference and site tour on September 22, 2026, at 9:00 a.m. The project is subject to prevailing wage requirements under Colorado state law, an 80% Colorado labor requirement for public works projects exceeding $500,000, and Buy Clean Colorado Act compliance for metal and rebar materials.
Minimum bidder qualifications include operation under the same business name for at least two years; demonstrated experience on at least three projects exceeding $1.75 million in hard costs; a minimum of five years of concrete structural repair experience; current ICRI Concrete Surface Repair Technician and AWS structural weld certifications; demonstrated bonding capacity of up to $2.021 million; and mandatory attendance at the pre-bid conference. Bidders must also certify apprenticeship program participation for mechanical, sheet metal, fire suppression, sprinkler fitting, electrical, and plumbing trades, with participating firms required to maintain a proven record of graduating at least fifteen percent of apprentices for at least three of the past five years.
The scope encompasses concrete repair, embedded rebar restoration, joint sealant replacement, traffic coating application, and silane sealer installation across four parking levels. Estimated quantities include 19,300 square feet of concrete repair, 5,400 linear feet of joint sealant replacement, 150,900 square feet of traffic coating removal, 25,100 square feet of silane sealer application, and 131,000 square feet of traffic coating application. The garage must remain operational throughout construction, with phasing permitting only 50% closure of Levels 1–3 simultaneously and full closure of Level 4 between specified windows. Work hours are restricted to 7:00 a.m. to 6:00 p.m. Monday through Friday. Concrete repair work requires compressive strength testing at 7, 28, and 56 days to achieve minimum 5,000 PSI; shoring design must be sealed by a Colorado-licensed structural engineer; and all submittals require electronic format.
The estimated total project budget is $2.443 million, with completion targeted for May 14, 2027. The project includes an optional additive alternate for sealant and coating work at Level 4. A bid bond of not less than 5% of the bid price and performance and labor payment bonds of at least 50% of contract value are required. Contract award is anticipated October 14, 2026, with Notice to Proceed projected for November 2, 2026. Addendum 1 was issued October 1, 2026, addressing bidder questions and providing a mandatory Unit Pricing Form for handling quantity variances through change orders.
