About this file

This is an Apprenticeship Utilization Certification form issued by the State of Colorado Office of the State Architect for the State Buildings Program, applicable to the Auraria Higher Education Center's 7th Street Garage High-Priority Structural Repairs project (Project No. P1004332). The certification applies to public projects valued at $1 million or more and requires the General Contractor to document that all identified subcontractors in the trades of Mechanical, Sheet Metal, Fire Suppression, Sprinkler Fitting, Plumbing, and Electrical participate in apprenticeship programs registered with the United States Department of Labor's Employment and Training Administration or state apprenticeship councils recognized by the Department of Labor.

The certification mandates that all participating firms maintain a proven record of graduating a minimum of fifteen percent of their apprentices for at least three of the past five years, with supporting documentation required from the Department of Labor's Office of Apprenticeship. The contracting agency must make all documentation publicly available through its website within thirty days of submission. The General Contractor is required to certify and agree to these terms and provide additional documentation regarding affected apprenticeship training programs as requested. Failure to comply—including willful falsification or misrepresentation of qualifications by subcontractors—results in immediate contract termination and removal from the project, with potential debarment of the General Contractor pursued at the discretion of the Director of the Department of Personnel under C.R.S. § 24-109-105.
