About this opportunity

The Oregon Child Development Coalition Inc. (OCDC) is requesting quotes to establish one or more Master Service Agreements for emergency mitigation, restoration, disaster recovery, and facility stabilization services available on an as-needed basis, with quotes due October 16, 2026 and a tentative MSA start date of November 1, 2026.

OCDC encourages participation from small, minority-owned, women-owned, and disadvantaged businesses but does not impose a set-aside or participation goal. Contractors must demonstrate minimum qualifications including experience with commercial, educational, governmental, healthcare, or childcare facilities; trained emergency response personnel; appropriate Oregon licensing; OSHA compliance; and relevant insurance coverage.

The scope encompasses water damage mitigation, fire and smoke damage restoration, storm and natural disaster response, environmental remediation, emergency stabilization, building recovery services, and insurance claims support across OCDC's 30 sites in 15 Oregon counties. Contractors must provide detailed pricing schedules including emergency and regular labor rates, equipment rates, materials and consumables, subcontractor and materials markups, and travel and mobilization costs.

The initial MSA term is one year, with OCDC retaining the option to renew for up to two additional one-year terms upon mutual agreement. Award of an MSA does not guarantee any minimum quantity of work or revenue. The procurement is funded in whole or in part with federal grant funds and is subject to 2 CFR 200 (Uniform Guidance).

Evaluation uses a best-value approach: emergency response capabilities (20 points), experience and past performance (25 points), geographic coverage and resource availability (20 points), health, safety, and compliance (10 points), cost proposal (20 points), and small business participation (5 points). Required documentation includes IRS Form W-9, proof of insurance, business licenses, and conflict-of-interest disclosures. Contact Rachel Jones, Procurement Manager, at RFP@ocdc.net or 971-224-1086.
