The original solicitation closing date was July 25, 2025; however, Addendum 1, posted by July 9, 2025, extended the deadline to July 21, 2025 at 2:00 PM and included questions and answers from the Q&A period. Addendum 2 was posted by July 15, 2025, incorporating additional questions, answers, and information. The evaluation utilized a cost-scoring formula where the lowest cost bidder received maximum points and other proposals were scored proportionally based on their submitted costs relative to the lowest cost proposal.
The procurement documents do not specify any particular set-aside designations or restrictions limiting response to specific organization types or disadvantaged enterprises. No incumbent vendors or current contractors are identified in the available documentation. The contract was awarded to Literacy Pro Systems, Inc. as the apparent successful offeror with a fixed contract award amount of $265,300.00, despite submitting the highest cost proposal at $1,145,563.00 under the cost-scoring evaluation methodology. Two unsuccessful offerors were identified: Autocene Government Solutions, Inc., which submitted the lowest cost at $452,277.00, and Sky Chronicles, LC, which submitted the highest cost at $51,357,799.00. The Notice of Award was issued on December 19, 2025, with Toyia M. Hunter, CPPB, serving as the Issuing Officer. All identified award amounts are noted as estimates only, as this is designated as an open agency contract with provision for primary and secondary awardees. Protests regarding the award determination must be submitted electronically to doas.protests@doas.ga.gov in accordance with the Georgia Procurement Manual and the State Purchasing Act (Official Code of Georgia Annotated 50-5-50 et seq.).
