About this file

This Notice of Award document pertains to a Request for Proposals (RFP 41500-TCS00000209) issued by the Technical College System of Georgia Office of Adult Education for a Data Management Solution. The solicitation sought a qualified supplier to provide a comprehensive data management system supporting Georgia's adult education network of 28+ regional programs serving all 159 counties through approximately 4,000 classes and 300 sites. The system was designed to meet current and future data collection and reporting requirements, improve state oversight and risk assessment of funded providers, enhance transparency and real-time data access for evidence-based decision-making, provide improved constituent-facing digital experiences, increase local provider management capacity, and support training and technical assistance services. The original solicitation closing date of July 25, 2025 was modified through addenda, with Addendum 1 extending the deadline to July 21, 2025 and including questions and answers, and Addendum 2 posted by July 15, 2025 incorporating additional questions, answers, and information. The Notice of Award was posted on March 29, 2025, with the Issuing Officer being Toyia M. Hunter, CPPB, of the Technical College System of Georgia.

Literacy Pro Systems, Inc was selected as the successful offeror with a fixed contract amount of $265,300.00. Two unsuccessful offerors were identified: Autocene Government Solutions, Inc and Sky Chronicles, both rejected as they did not submit the highest scoring proposals. All identified award amounts are estimates only due to the contract being an open agency contract with primary and secondary awardees. Protests regarding the award determination must be submitted electronically to doas.protests@doas.ga.gov in accordance with the Georgia Procurement Manual and the State Purchasing Act (Official Code of Georgia Annotated 50-5-50 et seq.).
