The contractor must provide 24-hour residential care and supervision in a licensed Staffed Residential Home meeting WAC 110-145 standards, with case management, independent living skills training, education and career planning, mental health and physical wellness support, and transition planning. The residence must be owned or leased by the contractor, located within walking distance of C-TRAN or Intercity Transit public transportation, and staffed with a minimum of two full-time equivalent direct care staff. Contractors must be licensed to operate in Washington or commit to licensing within 60 days of selection.

Monthly compensation is $13,137 per bed ($6,174 base plus $6,963 occupancy rate). Startup funding is tiered: up to $12,828 (Phase One), up to $13,595 (Phase Two), or up to $60,142 (Phase Three) depending on readiness level. The initial contract term runs October 1, 2026 through September 30, 2027, with extensions at DCYF's sole discretion. Written questions are due July 23, 2026; responses posted July 27. Oral presentations may occur September 2–3, with the Apparent Successful Bidder announced September 8 and contract negotiations through September 30. Responses are evaluated on a 224-point scale covering organizational mission, service continuum, experience with adolescents and system-involved youth, trauma-responsiveness, housing-first approaches, cultural and LGBTQ+ competency, implementation readiness, and certifications. Amendment No. 1 modified original terms; bidders must review all amendments with the solicitation.
