About this file

This is a Bidder Response Template for a Diverse Business Inclusion Plan focused on subcontractor participation, issued by the Washington State Department of Children, Youth & Families (DCYF) for RFQ No. 26-DCYF-CW-104, the Adolescent Transitional Living Program (ATLP) in Region 6. The solicitation seeks contractors to provide ATLP services to eligible youth ages 16 to 21 under DCYF custody, with the contract awarding to one contractor to serve five male-identifying young people. The document is a mandatory pass/fail attachment that bidders must complete and submit with their RFQ response if they plan to utilize subcontractors. This template requires bidders to identify their anticipated small and diverse business participation goals, list specific subcontractors they plan to engage, and describe their outreach strategy for achieving these goals.

DCYF has established voluntary numerical participation goals for small and diverse businesses: 10 percent for Office of Minority and Woman Owned Businesses (OMWBE) certified businesses, 1 percent for Veteran-Owned certified businesses, and 20 percent for Washington Self-Certified Small Businesses. Bidders are encouraged to meet these goals through direct participation or subcontracting. The template requires bidders to identify their primary contact for the Diverse Business Inclusion Plan and commit to making genuine efforts to achieve proposed subcontract amounts with small and diverse business subcontractors through a comprehensive outreach strategy. This is a rate-based contract with no specific pricing details provided in this template document.
