The DCYF is seeking qualified contractors to provide ATLP services to eligible youth ages 16 to 21 under DCYF custody. The solicitation intends to award up to one contract in Region 6 to serve five male-identifying young people. The bid remains firm for 90 days following receipt and may be accepted by DCYF without further negotiation within that period. This is a rate-based contract structure.

Bidders must certify under penalty of perjury that all statements in their bids are true and correct, that pricing was determined independently without collusion, and that they are not currently bankrupt or involved in bankruptcy proceedings. Bidders must further certify compliance with Washington wage laws and confirm that their employees are not required to sign mandatory individual arbitration or class action waiver agreements as a condition of employment, per Executive Order 18-03. Bidders must also certify that they have no criminal convictions related to public contracting, authorize background checks and reference verification, and agree to comply with all applicable state and federal civil rights laws. All bidders are advised that DCYF will not reimburse preparation costs and that all submitted bids become DCYF property with no proprietary claim by the bidder unless otherwise stated.
