About this file
This is a sample contract document for the Washington State Department of Children, Youth & Families (DCYF) Adolescent Transitional Living Program (ATLP) in Region 6. The contract establishes the framework for providing residential and support services to eligible youth ages 16 to 21 who are under DCYF care and custody. The solicitation is competitive and intends to award up to one contract to serve five male-identifying young people. The contract outlines the contractor's responsibilities for providing safe housing, case management, life skills training, educational support, and transition planning services designed to help adolescents achieve self-sufficiency and successful independence. The contract term and any renewal options, specific response deadlines, and award timeline should be referenced in the primary solicitation documents.
The contract operates on a rate-based pricing model, with compensation determined by established daily or monthly rates for each youth served rather than a fixed fee arrangement. Key contract requirements include contractor qualifications, licensing standards, staffing ratios, facility standards, and performance metrics related to youth outcomes and program participation. The contract may include specific funding allocations from DCYF's budget or designated state appropriations for adolescent services. Contractors must demonstrate capacity to meet the needs of the target population and comply with Washington State regulations governing residential youth services and DCYF placement requirements.
