About this file

This is an Administrative Response template for a Request for Quotation (RFQ) issued by the Washington State Department of Children, Youth & Families (DCYF) for the Adolescent Transitional Living Program (ATLP) in Region 6. The solicitation seeks one contractor to provide ATLP services to eligible youth ages 16 to 21 under DCYF care and custody, specifically serving five male-identifying young people. The contract is awarded on a rate-based structure, and bidders must operate a residential facility within DCYF Region 6. Bidders are required to submit all mandatory documentation including the completed Administrative Response form, Bidders Certification and Assurances Form, Technical and Management Response Form, project schedule, letters of reference, key personnel descriptions with resumes and organizational charts, and a Diverse Business Inclusion Plan for subcontractors.

Bidders must meet minimum qualifications including licensure to operate in Washington State with a licensed facility meeting ATLP requirements, or a commitment to submit a licensing application to DCYF's Licensing Division within 60 days of selection as Apparent Successful Bidder. Bidders must also provide documentation of facility ownership or a legally binding lease valid throughout the contract duration. The form requires bidders to certify they are not debarred from federal contracting, have no unsatisfactory contract history within the past five years, and can provide required insurance coverage. Additional certifications are requested regarding Minority-Owned and Women-Owned Business Enterprise (OMWBE) status, Veteran-Owned Business certification, and Small Business status. The document does not specify response due dates, contract term length, or renewal options.
