About this opportunity
The State of West Virginia Division of Corrections and Rehabilitation, on behalf of Tygart Valley Regional Jail located in Barbour County, is soliciting sealed bids under Agency Request for Quote (ARFQ) 0608 RJC2100000008 for the replacement of two main entry doors and associated hardware at the administration building at 400 Abbey Road, Belington, West Virginia. The procurement requires the removal of existing metal security door frames and doors, followed by installation of new 72" X 84" wide stile aluminum doors with dark bronze anodized finish, complete with new rails, hinges, pull handles, thresholds, weatherstripping, sweeps, and rod panic devices. All work must be completed within sixty calendar days of receiving notice to proceed, with work performed during normal business hours (8:00 AM to 4:00 PM, Monday through Friday) unless alternative scheduling receives written approval at least forty-eight hours in advance. Vendor qualifications require factory-trained, authorized installer technicians with a minimum of three years' experience and documented successful completion of at least three similar projects. The contract will be awarded to the vendor providing the lowest overall total cost meeting all specified requirements. A mandatory pre-bid meeting is scheduled for June 9, 2021 at 10:00 a.m., with a questions deadline of June 16, 2021; bids close on June 23, 2021 at 2:00 p.m. Vendors must acknowledge receipt of all addenda and submit pricing on the designated pricing exhibit form including their West Virginia contractor's license number.
Respondents must comply with comprehensive state and local requirements, including submission of a signed and notarized drug-free workplace affidavit, a State of West Virginia Purchasing Affidavit confirming the vendor is not in default on any monetary obligations to the state or its subdivisions, and completion of mandatory security documentation for all on-site personnel including background check authorization forms and Prison Rape Elimination Act questionnaires. All contractors must maintain valid West Virginia contractor's licenses and comply with Division of Corrections and Rehabilitation security protocols, which include daily sign-in/sign-out procedures, mandatory security orientations, tool accountability measures, vehicle restrictions, and prohibitions on contraband and inmate contact. The contractor must supply all materials, labor, equipment, permits, and governmental fees; provide a one-year warranty on all parts and labor from substantial completion; and obtain performance bonds, labor/material payment bonds, and two-year maintenance bonds each equal to one hundred percent of contract value, along with Commercial General Liability Insurance and Builders Risk Insurance with the state named as additional insured. No specific incumbent vendors or existing contractors are identified in the solicitation documents, and no disadvantaged business enterprise set-asides or restrictions are noted. Payment will be made in arrears only after delivery and acceptance of goods, with payment to be made by electronic funds transfer or purchase card in accordance with West Virginia state procedures; no specific contract award value is listed in the available documentation.
