About this opportunity

Milwaukee County Department of Administration – Economic Development is requesting proposals for acquisition and development of a 5.54-acre vacant land parcel at 4320 South 6th Street in Milwaukee, Wisconsin (RFP #RFP-ED2602), with rolling proposal deadlines beginning September 7, 2026 at 5:00 PM CDT and continuing quarterly thereafter. TBE participation goals of 25% for development construction and 17% for development professional services are mandatory components of the evaluation.

The property is zoned RT-4 (One- to Four-Family Residential District) and the County identifies mixed-use commercial and/or residential development as the highest and best use. The site sits along South 6th Street's Green Corridor near General Mitchell International Airport. An independent appraisal dated May 23, 2025 valued the fee-simple market at $970,000 ($4.00 per square foot across 243,631 square feet). The property is currently owned by Milwaukee County Registry of Deeds, exempt from taxation, and carries an outstanding real estate tax balance of $11,366.63. All municipal utilities including electric power, water, sanitary sewerage, natural gas, and telecommunications are available.

The successful proposer receives a non-assignable twelve-month option to purchase, contingent upon satisfying zoning approvals, land division, tenant and financing commitments, and obtaining City of Milwaukee design approval with construction permit. The proposer must pay a $50,000 nonrefundable option fee (credited at closing) and submit a $50,000 performance deposit at or prior to closing. The property is conveyed "as-is" without warranty regarding soil, subsoil, or environmental conditions. The County retains a deed restriction and right of reverter requiring commencement and completion of construction per an approved development schedule, with right to reclaim property if excavation commencement dates are missed.

Evaluation criteria (375 points total) include purchase price (50 points), qualifications and experience (50 points), project description and design (50 points), financial feasibility (50 points), zoning readiness (25 points), green design (25 points), equity and community enhancement (25 points), residential hiring goals and plan (25 points), apprenticeship and training goals and plan (25 points), projected tax base (25 points), and projected jobs created (25 points). Questions are due September 7, 2026. Submissions occur via Bonfire Portal at https://countymilwaukee.bonfirehub.com/projects/237764. The County reserves the right to negotiate, request best and final offers, and reject any or all proposals.
