About this opportunity
Utah's Division of Purchasing is publishing notice of intent to award a contract for Accelerate Learning Licenses without engaging in a standard competitive procurement process, with a challenge period closing September 23, 2026. The award is justified as a sole-source procurement: Accelerate Learning is the sole authorized online delivery platform for the National Institute of STEM Education (NISE) National Certificate for STEM Teaching (NCST) program, and NISE is identified as the only organization offering a research-based national STEM teacher certification focused on curriculum-agnostic instructional skills.
The scope is licensing digital STEM teacher certification coursework through the Accelerate Learning online portal to support up to 40 secondary educators completing national STEM teacher certification during Year 2 of Utah's STEM Education Innovators (SEI) professional learning program. The contractor delivers competency-based coursework emphasizing STEM classroom culture creation, provides virtual support to participating educators, communicates regularly with the STEM Action Center program manager regarding participant progress, and delivers feedback on educator task submissions.
The estimated contract value is up to $111,000 over a five-year term with no renewal options. The conducting procurement unit conducted extensive market research, including internet searches, reviews of comparable organizations such as STEMx and The STEM Alliance, inquiries regarding state cooperative contracts, and evaluation of alternative programs including NSF grant opportunities, STEM.org curriculum certification, and University of Indianapolis programs, and determined that no competing alternatives fulfill the same educational objectives or eligibility criteria. Any vendor claiming competing sources or equivalent services may submit a detailed challenge with supporting documentation during the notice period; if the Division of Purchasing determines other qualified vendors exist, the contract will not be awarded without competition unless the basis is transitional costs or impracticability. Respondents must comply with Utah Code 63G-27 et seq., certifying non-engagement in economic boycotts or boycotts of the State of Israel.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
