About this opportunity
The Utah Department of Technology Services (DTS) is seeking to increase funding for an existing contract with Aavenir, a software vendor, to enhance the Invoiceflow system's Payment Request Form (PRF) functionality. The procurement is being processed as a sole-source contract without standard competitive bidding, with a Notice of Intent to Award published on October 31, 2025, and a response deadline of November 7, 2025. The specific enhancements include four key software improvements: enabling PDF downloads of Payment Request Forms with approval metadata, auto-populating matching fields between invoices and PRFs, introducing a PRF identification flag for easier invoice tracking, and configuring default number formatting for amount fields. The project involves two separate change orders totaling 138 implementation hours, with one change order focused on developing a pop-up PRF interface for designated State of Utah users and departments, and the other addressing specific system enhancement requirements. Deliverables include a tailored PRF within Invoiceflow that will be exclusively visible to a specific group of users, with implementation and testing to ensure existing system processes remain unaffected.
The contract is being increased from an original total of $290,000 to $327,250, representing a 12.8448% funding increase, with a five-year term under Contract Number 216302. The procurement is being processed under the Utah Procurement Code, with provisions allowing other potential vendors to challenge the sole-source designation if they can demonstrate comparable capabilities. No specific set-aside designations or restrictions for disadvantaged enterprises are explicitly mentioned in the documentation. Vendors must certify they are not engaged in economic boycotts as defined by Utah Code 63G-27. The contract includes potential renewal options and is specifically scoped to enhance the Invoiceflow system's functionality for targeted state departments. Payment for the enhancements is structured in two equal installments: 50% upon completion of specific implementation stages, with the remaining 50% due upon full change order completion. The solicitation number is SK21-16, and the procurement is being conducted by the Utah Division of Purchasing and General Services.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
