About this opportunity
The City-County Information Technology Commission (CCITC) is conducting a Request for Proposal (RFP) to replace the existing hosted 911 solutions with a new multi-county IP-based Next Generation 9-1-1 (NG9-1-1) system for four counties in the North East Wisconsin Public Safety Communications (NEWCOM) consortium. The procurement seeks a qualified vendor to design and implement a system that will serve five Public Safety Answering Points (PSAPs) across Langlade, Marathon, Oneida, Minocqua Police Department, and Vilas counties, covering over 4,000 square miles and processing approximately 4,500 monthly 911 calls. The proposed system must accept traditional E9-1-1 calls via NENA i3 standard SIP signaling, support 21 current stations with provisions for 5 additional and 14 backup stations, and include comprehensive software, hardware, and maintenance components. Evaluation criteria will weight proposals based on cost (20%), fit with requirements (38%), proposal quality (2%), performance record (15%), project approach (15%), and firm resources (10%). Proposals were due by 4:00 p.m. CDT on July 20, 2018, with an evaluation period from August 3-17, 2018, contract negotiations scheduled from August 6-October 30, 2018, and targeted contract execution on October 31, 2018.
The RFP does not specify explicit set-aside designations or restrictions on respondent types. The current infrastructure includes Frontier CAMA trunks, varied administrative telephone systems (Shoretel, Cisco, Avaya, Asterisk, Moducom), Loffer or Eventide recording equipment, and internet connectivity ranging from 100 Mbps to over 100 Mbps. The solicitation references that surrounding counties have recently purchased Zuercher Technologies systems and requests options for interfacing these systems into the regional network. Vendors must provide itemized costs for software, hardware, travel, training, maintenance, and customizations, with individual pricing for each of the four entities. The contract includes a minimum 36-month warranty and maintenance period, with software maintenance agreements capped at CPI plus 1% annual increases. While no specific budget range is explicitly stated, the RFP indicates that counties may phase implementation based on available funds, with the ability to purchase minimum quantities initially and expand as needed. Vendors must also comply with HIPAA requirements, conduct annual security audits, provide 48-hour breach notifications, and ensure annual data export capabilities.
