About this file

This is a Questions and Answers document for a multi-county IP-based NG9-1-1 system replacement solicitation issued by the City-County Information Technology Commission (CCITC) in cooperation with four counties in the North East Wisconsin Public Safety Communications (NEWCOM) region. The procurement seeks to replace existing hosted 911 solutions with a new vendor-designed system. All five Public Safety Answering Points (PSAPs) are committed to moving forward with a single solution, though individual counties may purchase minimum quantities initially with additional purchases as needed and funds become available. The solicitation requires vendors to provide design details for a call handling solution and private network infrastructure, with site visits to be conducted by vendors to determine specific technical requirements at each PSAP location.

Vendors must provide pricing for a three-year contract term, including estimated costs for connections to the State of Wisconsin ESInet (implementation timeline undetermined) and wide-area network connectivity between PSAPs. Software maintenance is to be included in the base quote for the first year, with years two and three priced separately. Hardware, software, and on-site maintenance is to be included in the base quote with a warranty period of at least 36 months beginning upon final system acceptance. CCITC will work with each PSAP and the selected vendor to finalize actual quantities and specific requirements such as telephone circuit interfaces and administrative line needs during contract negotiation. Existing ethernet cabling may be reused where feasible, and CCITC may provide LAN infrastructure, WAN connectivity, or detailed cost information for these components if vendors do not include them in their proposals.

A MULTI-COUNTY BASED NG9-1-1 SYSTEM AND SELECTED OPTIONS QUESTIONS

Can CCITC clarify the following statement? (page 4 paragraph 4)

“The vendor will need to provide a design for a call handling solution and a private network to support the proposed solution.”

Are the responses to provide only a “design” for a private network – or is the expectation that pricing for the private network be included? If Network Pricing is to be included within the response, what contract term is to be used? 3 Years? Yes, please provide pricing for 3 year contract.

Can CCITC provide further information regarding the following requirement? (page 4 paragraph 5)

“The submitted proposal will needs to provide costs and details on how the proposed system will be connected to the State of Wisconsin ESInet that is being considered.”

When will the State ESInet be implemented? Are the costs provided “estimates only? Are the estimated configuration costs associated with an ESInet interface to be included in the total cost of the solution even if the implementation timeline may not be known? Implementation of the State ESInet is undetermined. Yes, please provide estimates. We understand this is a moving target.

Can CCITC provide further information as to the commitment of the stated quantities and PSAPs? [page 11, III, H, 2, (2)]

“The quantities indicated are estimates of what our needs will be. The actual quantity purchased may be less or more than those estimates. Our intent is to purchase a majority of the hardware and software before the end of the year. Though, the individual counties may purchase a minimum quantity this year and purchase the balance later, as needed, and funds are available”

Are all 5 PSAPs committed to moving forward with a single solution? Since quotes will be prepared for each PSAP, are individual PSAP permitted to make their own choice of a solution? What is the minimum amount of positions that committed for? All PSAPs are committed to a single solution. The referenced chart is our best estimate. No PSAP has indicated that they would require a smaller number at this time.

Can CCITC provide further clarification to the need warranty and subsequent maintenance period to be in the base quote verses optional? [page 10, E,15&16 and page 27, T, 2, (a)]

“15. The software maintenance is expected to have the first year included” “17. There will be a warranty for at least 36 months.”

“a. The system maintenance period for all hardware, software and on-site maintenance shall begin upon final acceptance of the entire system and shall run for a period of twelve (36) months. As stated first year maintenance is expect to be included in the quote. You may price out year 2 and 3 separately.

Frontier Question v.2

Please clarify from “Q and A ver 1”

A MULTI-COUNTY BASED NG9-1-1 SYSTEM AND SELECTED OPTIONS QUESTIONS

1. Section I Solicitation states, “the vendor will need to provide a design for a call handling solution and a private network to support the proposed solution.” Will the CCITC confirm that the wide-area network will be provided among the PSAPs as well as the local-area network within each PSAP? Vendor is not required to provide local-area network within each PSAP.

The LAN for 911 Call Controller is typically a private LAN, which would not interface with any county LAN. Typically, redundant Ethernet switches. Is CCITC stating that they are providing the LAN infrastructure within the county LAN, or providing a separate private LAN? Is CCITC stating that they want to provide the Ethernet switches? Cabling to the

Intelligent workstation are also typically connected to the Call Controller Private LAN – is CCITC permitting the reuse of existing ethernet cabling for use with the Call Controller Private LAN – or is new cabling required? Existing cabling may be used. In the event the vendor does not provide detailed cost for the LAN, CCITC may provide this to each PSAP.

Connections outside of a PSAP premises to other PSAPs would be required for types of Hosted solutions. The connectivity between PSAPS may be Layer 2 or Layer 3 but are considered WAN connections. Is CCITC requesting requirements, bandwidths, costs for the WAN connectivity? Is CCITC providing the WAN connectivity themselves? Are the costs for WAN connectivity outside the evaluation of the proposed solutions? Yes, CCITC is accepting details for

WAN connectivity. CCITC may provide WAN connectivity in the event a vendor does not provide this information.

Please clarify from “Q and A ver 1”

5. With reference to Section VI, B. System Telephone Circuit Interfaces, will the CCITC provide the total number of lines (interfaces) at each PSAP for each of the following bullet points in this section: 1, 3, 4, 5, and 6. The vendor should determine this after each site visit.

Can CCITC document the Admin Line requirements for all PSAPs so that there is no possibility that the verbal information conveyed at individual Vendor PSAP Site Visits is inconsistent? CCICT will work with each PSAP and the selected vendor to finalize actual numbers during contract negotiation.
