About this file

This is a Questions and Answers document from Zuercher Technologies regarding the City-County Information Technology Commission (CCITC) Request for Proposals for a multi-county IP-based NG9-1-1 system serving four counties in the North East Wisconsin Public Safety Communications (NEWCOM) consortium. The RFP seeks vendors to replace the existing hosted 911 solutions with a new system designed and provided by the selected vendor. The document addresses 27 questions submitted by the vendor, covering system design requirements, network infrastructure, integration specifications, site visits to determine specific technical requirements, and warranty periods. Key clarifications include confirmation that the warranty period is 36 months, that the vendor is not required to provide local-area networks within each PSAP, that a geo-diverse solution is desired, and that vendors should conduct site visits to determine specific details regarding call recording methods, CAMA trunk quantities, backup battery power availability, training requirements, and the configuration of each PSAP.

The questions and answers document clarifies numerous technical and operational specifications for the proposed NG9-1-1 system. The CCITC confirmed that admin integration to existing phone systems is required, though vendors should specify if integration cannot be completed. The document indicates that the CCITC may provide or coordinate network connectivity between sites, though vendors are permitted to quote their own networking solutions. Several specifications require vendor determination during site visits, including the total number of telephone circuit interfaces at each PSAP, the number of administrative lines and phones, KVM switch requirements, radio/telephone headset integration needs, CAD system configurations, and details regarding ALI database providers and NTP time source clocks. The CCITC expressed interest in replacing CAMA trunks with SIP trunks or a state-provided ESInet and requested that vendors identify which two sites are best equipped technically and with sufficient backup power to function as mission-critical geo-diverse host sites.

In regards to the City-County Information Technology Commission (CCITC) request for proposals for a multi-county IP-based NG9-1-1 system, Zuercher Technologies has the following questions:

1. Section I Solicitation states, “the vendor will need to provide a design for a call handling solution and a private network to support the proposed solution.” Will the CCITC confirm that the wide-area network will be provided among the PSAPs as well as the local-area network within each PSAP? Vendor is not required to provide local-area network within each PSAP.

2. Section III Proposal Requirements, E. Contractual Conditions, item 1 appears to be incomplete.

Will the CCITC please provide the missing context? Typographical error. Remove “or:” at end of sentence.

3. Section III Proposal Requirements, G. Proposal Support, item 1 appears to be incomplete. Will the CCITC please provide the missing context? Typographical error. Item G. 2 and 3 should appear as “a)” and “b)”

4. Will the CCITC confirm that admin integration to the phone systems listed in the chart in Section V Current Situation (page 16 of the RFP) is a requirement? The Admin PBX listed the chart on page 16 is accurate. Integration details are further in the RFP. The vendor should specify if integration cannot be done.

5. With reference to Section VI, B. System Telephone Circuit Interfaces, will the CCITC provide the total number of lines (interfaces) at each PSAP for each of the following bullet points in this section: 1, 3, 4, 5, and 6. The vendor should determine this after each site visit.

6. Section VI, C. System Remote ALI Retrieval Interface, item 1 appears to be incomplete. Will the CCITC please provide the missing context? Typographical error. Remove “Additionally:” at end of sentence.

7. With reference to Section VI, C. System Remote ALI Retrieval Interface, does the CCITC expect the vendor to provide the SALI (stand-alone local ALI) database? This is not required.

8. Section VII, L. Call Functions, item 5.a appears to be incomplete. Will the CCITC please provide the missing context? Typographical error. Remove “Additionally:” at end of sentence.

9. Section VII, L. Call Functions, item 20 appears to be incomplete. Will the CCITC please provide more information? Typographical error, Item 21 should be read with item 20 as “a.”.

10. Section VII, T. Warranty, Maintenance, and Documentation, item 1.a states that the warranty period “shall run for a minimum period of twelve (36) months.” Will the CCITC please clarify if the desired warranty period is for 12 months or 36 months? 36 months

11. Section VIII, B. Administrative Local PBX Functionality, item 1 states, “XX extensions should be provided…”. Will the CCITC provide the number of administrative lines and number of administrative phones for the front office operation of CCITC? CCITC is incorrectly stated. The number of stations is related to the offices for each PSAP. This should be determined at the site visit.

12. Will the CCITC please confirm the total number of PSAPs and the total number of positions at each PSAP that is required as part of the response for the actual installation? Please also confirm the number of backup positions and positions with a phone only at each PSAP. This is detailed within the chart on page 5. Stations that are phone only can be discussed at the site visit.

13. Will the CCITC please clarify if one system that serves each PSAP is desired, or if separate systems for each PSAP should be proposed? This is a topology decision that the vendor should determine when responding.

14. Will the CCITC provide the location(s) of each backup site and confirm that networking to those sites will be provided by the CCITC? The vendor is allowed to quote their solution to network each site to one another. CCITC may provide or coordinate network connectivity between sites.

PSAP backup sites are not yet determined.

15. Will KVM switches (keyboard/mouse arbitrator) be required for each site? This is unknown without the vendor detailing number of installed servers.

16. Will the CCITC confirm that a radio/telephone headset integration is required at each PSAP and each answering position? The vendor should determine this at each site visit.

17. Will the CCITC confirm the CAD systems in use at each of the PSAPs? The vendor should determine this at each site visit.

18. Will the CCITC provide backup battery power at each PSAP backroom and each answering position? If backup battery power is not available at all sites, can the CCITC please provide which locations require backup battery power? If the existing backup power does not meet the vendor’s recommendations, additional backup power equipment should be included in the quote.

19. How does each PSAP record calls? This is listed on page 16. The vendor should seek specific answers at each site visit.

o Digital or analog?

a. Position-based, line-based, or both?

20. Will the CCITC provide the number of CAMA trunks that serve each individual PSAP in the current hosted environment? Is it expected that this number will grow in the next 5 years and/or be replaced by SIP trunking or a state-provided ESInet? The vendor should seek specific answers at each site visit. We would like the option to replace CAMA trunks with SIP trunks or ESInet.

21. How many end users will need training? The vendor should seek specific answers at each site visit.

22. How many administrators will need training? The vendor should seek specific answers at each site visit.

23. Who is the ALI database provider? Is/are the ALI databases local at each PSAP or hosted through Frontier currently? The vendor should seek specific answers at each site visit.

24. Is the ALI database NENA compliant? I believe yes.

25. Will the CCITC provide the make and model of the NTP time source clock that will be provided?

The vendor should seek specific answers at each site visit.

26. Will the CCITC provide the available bandwidth among the sites? This is listed on page 16.

27. Does the CCITC desire to purchase a geo-diverse solution? If so, which two sites are best equipped technically and with enough backup power availability to reliably function as mission critical? How many CAMA trunks would be terminated at each host site? How many ALI circuits will be available at each host site? Yes, we desire a geo-diverse solution. The vendor should seek specific answers at each site visit.
