About this file

Summary

This is a Request for Proposal (RFP) issued by the City-County Information Technology Commission (CCITC) on behalf of four counties comprising the North East Wisconsin Public Safety Communications (NEWCOM) consortium—Marathon, Langlade, Oneida, and Vilas counties, plus Minocqua Police Department—seeking qualified vendors to design and implement a multi-county IP-based Next Generation 9-1-1 (NG9-1-1) system to replace the existing end-of-life hosted solution. The proposed system must accept traditional E9-1-1 calls (wireline, wireless, and fixed VoIP) via CAMA/IP circuits using NENA i3 standard SIP signaling, process approximately 4,500 calls monthly across 4,000 square miles serving a population of 211,758, and support 21 current stations with provisions for up to 5 additional stations and 14 backup stations across all sites. The RFP requires an original and seven paper copies plus electronic copies submitted by 4:00 p.m. CDT on Friday, July 20, 2018, to Dale Schirmacher at 407 Grant Street, Wausau, Wisconsin. On-site visits are strongly encouraged between RFP release (May 11, 2018) and the written questions deadline. The evaluation period runs through August 17, 2018, with contract negotiation occurring August 20 through November 9, 2018, and contract signing targeted for November 14, 2018, followed by installation, testing, and final acceptance phases. The contract term extends through completion of installation and final acceptance with a minimum 36-month warranty period beginning upon final system acceptance.

Pricing shall not exceed 20 percent of total project costs upfront, with CCITC withholding retainage from each milestone and retaining 30 percent final payment upon final system acceptance. Vendors must provide itemized costs for software (including per-seat pricing), hardware, travel and living expenses, training, maintenance, and customizations for all five entities, with individual pricing for optional modules including NG9-1-1 Mapping Display Capability and Administrative Local PBX Functionality. The current environment consists of five dispatch locations with Frontier CAMA trunks, varying administrative telephone systems (Shoretel, Cisco, Avaya, Asterisk, Moducom), Loffer or Eventide recording equipment, Cat5 cabling, and internet connectivity ranging from 100 Mbps to over 100 Mbps. Software maintenance agreements must cap annual increases to no more than CPI+1 percent over the previous year, and cloud-based solutions must comply with HIPAA requirements, include annual security audits, and provide data exports in CSV format within five business days of request. The RFP does not identify an incumbent vendor or specific funding amounts but emphasizes that quantities listed are estimates and actual purchases may vary as counties phase implementation based on available funds. Evaluation criteria weighted 20 percent for cost, 38 percent for fit with requirements and environment, 2 percent for proposal quality, 15 percent for record of performance on similar projects, 15 percent for project approach and proposed schedule, and 10 percent for firm's economic and technical resources.

I. Solicitation

City-County Information Technology Commission (herein referred to as CCITC) working in cooperation with four counties that are part the North East Wisconsin Public Safety Communications or NEWCOM, are seeking a qualified and experienced vendor to submit a proposal to replace the existing hosted solutions with a new system of the vendors choice and design.

This new system, as delivered, must accept traditional E9-1-1 calls (wireline, wireless and fixed VoIP) delivered on “CAMA / IP circuits” across the regional network using National Emergency Numbering

Association (NENA) i3 standard SIP signaling with no additional hardware or software required. If IP based signaling is provided by the network, IP to Analog gateway adapters will not be accepted. Native i3 is required directly to the system.

The system will be used to process, answer and direct all calls placed to 9-1-1 in four counties covering over 4,000 sq. miles in area and a population of approximately 211,758 persons. This region currently processes over 4500 911 calls per month. Currently we do not see a large increase in the number of current stations in the region. Call volume is higher in during the summer months because of the seasonal population increases of the area. Off premise backup stations may be required (see table below).

The vendor will need to provide a design for a call handling solution and a private network to support the proposed solution. This design will need to leverage redundant connections at each Public Safety

Answering Point (PSAP) as they are established. Vendors should consider that each PSAP may not have enough bandwidth to support new enhanced services. Vendors will need to provide a phased approach to move counties from the old system to the new proposed system.

The submitted proposal will needs to provide costs and details on how the proposed system will be connected to the State of Wisconsin ESInet that is being considered.

NEWCOM has a long history of working cooperatively to address the public safety needs of the area.

The current system is a hosted solution provided by the local telephone company. This system is at

“end of life” and is not NG9-1-1 capable. NEWCOM is looking at options to replace the existing call handling equipment and provide a clear path to move the region to NG9-1-1. NEWCOM operates in conformity to a intergovernmental agreement pursuant to 66.003, WIS. STATS.

Surrounding Counties have recently purchased new call handling systems from Zuercher Technologies.

CCITC would like options and cost to interface to new systems into the regional system.

VI. Technical Requirements – Host Site/Primary PSAP Equipment A. Summary

The system shall be designed to be IP capable. IP Capable shall be defined as the system, as delivered, being able to accept traditional E9-1-1 calls (wire-line, wireless and fixed VoIP) delivered on

IP networks using NENA i3 standard SIP signaling with no additional hardware or software required beyond vendor provided in quote.

1. Vendors will describe their plan to migrate the proposed system to accept NG9-1-1 as the standards for such requests are developed and CCITC transitions to full i3 capability.

2. The vendor shall describe the protocol and specifications used for external IP network connectivity, if required.

3. The system shall comply with all current NENA protocols and standards. Please state the NENA standards that the system complies with.

4. The system shall be Wireless Phase I and II compatible and must be compatible with ten digit

ANI delivery and non-call associated signaling (NCAS) wireless ALI solutions.

5. All vital system modules shall be protected to ensure there is no single point of failure. Please describe in detail how the proposed system incorporates redundancy to meet the requirement.

6. Under no circumstance shall a failure in any vital system module disable more than 50% of the

Intelligent Workstations and/or IP phones at any site.

7. The system shall operate in such a fashion so that a failure of any vital system modules will result in switch over to the redundant module.

8. Please state the expansion capability of the system describing the overall system capacities with the hardware delivered, including the number of incoming 9-1-1 circuits, the number of answering positions and the number of telephone lines that may be installed.

9. Vendor will be responsible to work with the local telco (Frontier) to order, install, configure and test CAMA trunks as needed to ensure redundancy and resiliency. Vendor will be responsible for testing and all coordination with Frontier to ensure that the implementation goes smoothly. If the vendor is proposing a phased in approach that replaces the current PSAP configuration and latter provides enhanced capabilities, the phases shall be clearly documented with anticipated timelines and costs.

B. System Telephone Circuit Interfaces

1.The system shall provide for a 2-wire telephone line interface for a loop start administrative circuit(s).

2.The system shall support Caller-ID functionality with name or name and number delivery on all administrative telephone line interfaces.

3.The system shall provide for a 2-wire analog CENTREX telephone interface with two, three or four digit dialing patterns.

4.The system shall provide for a 2-wire telephone trunk interface for a CAMA reverse battery supervision circuit delivered from a Selective Routing Tandem per NENA standard 04-001.

5.The system shall provide for a Primary Rate Interface (PRI) circuit if the option for this method of administrative call delivery is chosen.

6.The system shall support SIP trunk interface to local administrative PBX's if required.

7.The system shall support SIP Service for administrative lines use, transfers and or abandoned callbacks as needed.

C. System Remote ALI Retrieval Interface

1.The proposed system shall support dedicated redundant data links to the designated ALI database provider. A request to the database shall be made as soon as call ANI is received.

The E911 system shall compare the telephone number returned with the ALI to the original ANI sent by the CO, ensuring that caller ALI is matched with ANI. The system shall provide configurable parsing and validation of ALI results. If an ALI failure is returned, or the result fails parsing or validation, the system should automatically re-submit the request a maximum of one time. Additionally:

2.The system shall interface to the current ALI Retrieval system at the PSAP site(s) and any back up site as may be required.

3.The proposed system shall have an automatic and manual ALI re-bid capability. The automatic re-bid timing should be variable. Vendors shall provide ALI modems as required.

4.The system shall be compatible with eight (8) and ten (10) digit remote database query methods.

5.The system shall support ALI steering in cases where Local Standalone ALI databases (SALI) may be used as well.

6.The system shall support multiple sets of ALI database connections as needed.

7.The proposed system shall provide the ability to manually request ALI data. The system shall have the ability to disable manual ALI request on a PSAP by PSAP basis.

D. System CAD Interface

1.The system shall provide a minimum of two (2) RS-232 DB-9 female CAD output interfaces at each PSAP site.

2.The system must support variable CAD outputs (in RS-232 format) to support multiple CAD systems interface types as needed.

3.Redundant CAD output capability must exist such that the failure of a vital component at one

PSAP/Host site will not prevent CAD data from being delivered to all other sites.

E. System External Clock Interface

1.The system shall be equipped to derive legally traceable time from an external Network Time

Protocol (NTP) clock source in order to ensure consistency of time stamps added to event records and reports from all PSAP equipment. CCITC will provide this device. Please state if the proposed system requires more than one NTP device or can offer a no cost source access.

F. Network Connectivity to Remote PSAPs (If any)

1.CCITC may provide non-redundant MPLS or Metro Ethernet connectivity to Remote and or
