About this opportunity

The Utah State Archives and Records Services is seeking a 90-day contract extension with Internet Archive (dba Archive-It) for web archiving services, specifically a subscription to their web content archiving platform. The procurement is being processed as a sole source procurement, with a notice of intent to award without engaging in standard competitive bidding processes. The service enables the agency to archive up to 320 GB of web content during the three-month extension period from January 1, 2026 to March 31, 2026. Deliverables include hosting of data, online access, two perpetual data copies, text search indexing, URL browsing, and unlimited data downloads. The procurement timeline requires vendor responses by November 19, 2025, with the Division of Purchasing reviewing potential challenges or alternative proposals during the public notice period. The service includes production application training, help documentation, an online user manual, and Web Archivist technical support.

The procurement appears to have no specific set-aside designations or restrictions on responding organizations. The incumbent vendor is Internet Archive, which has provided these web archiving services to Utah State Archives for over 10 years. The total contract value will increase from $75,000 to $78,750, representing a 4% increase for this extension. The existing technological infrastructure involves the Wayback Machine web archiving platform, which is currently used by over 900 institutions including state libraries, archives, university libraries, and government organizations. The contract includes an anti-boycott provision requiring vendors to certify they are not engaged in economic boycotts related to specific activities. The extension is designed to provide additional time for the procurement unit to complete negotiations and develop a replacement contract, ensuring continuity of critical web archiving services.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
