About this opportunity
The City of St. Pete Beach is requesting bids for dock and pier repair and rehabilitation at the 7th Avenue Fishing Pier, with sealed bids due November 4, 2026 at 9:00 AM EST via Bonfire. A mandatory pre-bid meeting is scheduled for October 7, 2026 at 10:00 AM EST at the pier site (700 Pass-a-Grille Way, St. Pete Beach, Florida).
The scope comprises replacement of all beams, joists, and diagonal cross members identified in the NorthStar Contracting Group inspection report dated August 18, 2026, and replacement of all pile wraps and jackets that are loose, torn, penetrated by marine growth, or not extending to the mudline. The T-shaped pier, constructed in 1980 and extends 76 feet into Pass-a-Grille Channel, was damaged during Hurricanes Helene and Milton in September and October 2024. The NorthStar inspection identified 28 of 60 piles with at least one deficiency. Bidders must submit lump-sum bids with detailed price breakdowns for decking, beams and joists, diagonal cross members, pile wraps and jackets, demolition and disposal, permits, and other work.
The contractor must commence construction within thirty days of Notice to Proceed and complete all work within 180 calendar days. Payment is monthly as work progresses with five percent retained until final completion, in accordance with Florida's Local Government Prompt Payment Act. Liquidated damages are assessed at $500 per day for each calendar day of delay beyond the completion date.
The contractor must provide a 100 percent bid and performance payment bond and maintain Commercial General Liability Insurance of $1 million, Comprehensive General Liability Insurance of $1 million per occurrence, Personal Injury coverage of $1 million per occurrence, and Automobile Liability of $1 million. All contractors and subcontractors must use E-Verify for employment verification under Florida Statute 448.095. A one-year warranty on all materials and workmanship is required from the date of project completion. Written questions are due October 28, 2026 at 10:00 AM EST.
