About this file

This is a Final Inspection Report prepared by NorthStar Contracting Group, Inc. for the City of St. Pete Beach regarding the 7th Avenue Fishing Pier located in Pinellas County, Florida. The report documents the underwater structural condition of the T-shaped pier, which was originally constructed in 1980, last repaired in 2021, and damaged during Hurricanes Helene and Milton in September and October 2024. The inspection was conducted on June 5, 2026, by Dive Tech International, Inc., with NorthStar personnel present, and involved a submerged visual inspection of 60 piles, associated bents, and cross members extending from below the decking to the mudline. The pier, constructed of pressure-treated wood piles, beams, cross-bracing, joists, and composite decking, extends 76 feet into Pass-a-Grille Channel and provides approximately 2,844 square feet of fishing pier and recreational space.

The inspection findings indicate the substructure is in fair condition with multiple deficiencies requiring remediation. Of the 60 piles inspected, 28 exhibited at least one deficiency, including 17 loose wraps or jackets, 9 instances of marine growth penetration, 4 jackets not penetrating the mudline, 1 evidence of marine boring, 4 tears in jackets or wraps, 5 damaged diagonal members, and 6 loose detached seams. NorthStar's recommendations include replacing all beams, joists, and diagonal cross members; replacing all loose, damaged, or inadequately penetrating wraps and jackets; and addressing all wraps with evidence of marine growth penetration. The report includes comprehensive photographic documentation and detailed field notes from the diving inspection, supporting the City's planning for future rehabilitation efforts as referenced in the related 7th Avenue Pier Rehabilitation RFB.

1. EXECUTIVE SUMMARY

Under this Task Order (TO), 7003 – Fishing Piers Rehabilitation, the Engineer will provide underwater conditions assessment services for the City-owned 7th Avenue Fishing Pier located in St. Pete Beach, Florida. The purpose of this TO is to document the existing underwater structural condition of the pier following the 2024 hurricane season and to support future rehabilitation planning.

Under this TO, an underwater inspection of the pier was coordinated by NorthStar whose personnel were present at the time of the inspection by Dive Tech International, Inc on June 5, 2026.

This report is structured to provide the general inspection procedures performed, and inspection results for the pier and recommendations for repair. Inspection results include a summary of deficiencies with recommendations, and the supporting documentation including photographs.

In general, the sub-structure appeared to be in fair condition with several observed deficiencies and damages. A transcription of the Field Inspection Notes for all piles is included in Appendix A of this report.

2. INTRODUCTION

2.1.1 PROJECT DESCRIPTION

The 7th Avenue Pier is located in the City of St. Pete Beach, Pinellas County, Florida on the Pass-a-Grille

Channel, at the east end of 7th Avenue. Originally built in 1980, the 7th Ave. Pier is a T-shaped pier, last repaired in 2021, that extends 76 FT into Pass-a-Grille Channel providing a fishing pier and recreational amenity of approximately 2,844 SF. The pier is constructed of pressure treated (PT) wood piles, PT wood beams, cross-bracing, joists, composite decking, trash receptacles and benches.

The pier was damaged due to the storms between 09/23/2024 and 10/07/2024. On September 26, 2024, Hurricane Helene hit the Gulf Coast with a Category 4 hurricane and on October 5, 2024, the Gulf Coast was hit again by Hurricane Milton. Both storms caused widespread damage to the area and to the Pier.

2.1.2 LOCATION

The structure is located at 700 Pass-a-Grille Way, St. Pete Beach, Florida, 33706 (27° 41’ 14” N; 82° 44’

10.7” W.). Furthermore, it is in Section 19, (No Township or Range), in Pinellas County, on the Pass-a-

Grille Channel. The structure is accessed directly at the east end of 7th Avenue, just east of Pass-a-Grille

Way.

2.1.3 INSPECTION PROCEDURES

This inspection consisted of a submerged structure review of the integrity of the piles and their associated jackets and bents from below the decking to the dredge line (mudline) of the piles. Divers from Dive Tech

International, Inc. performed a submerged visual inspection with video and still images, have been provided with this report.

Divers visually inspected and videoed 60 piles, associated bents and cross members.

2.1.4 INSPECTION CHECKLIST

Divers are to identify and document observable conditions such as marine growth, scour, corrosion, spalling, cracking, section loss, misalignment, or impact damage. The Underwater Inspection of the 7th

Avenue Pier was performed by Dive-Tech International, Inc. (DTI) with a team of three divers. Overall, the sub-structure was in fair condition with multiple deficiencies and damages noted. Appendix A contains the

Transcribed Underwater Field Report and Deficiencies Notes produced by Northstar from the DTI Field

Report. Appendix B contains the original DTI Field Report and pictures as well as additional pictures of the damaged super-structure and deck.

Definitions:

TLW: Typical Loose Wrap/Jacket. A typical condition of a pile wrap where the wrap is disconnected from the pile and moves.

TMGP: Typical Marine Growth Penetration. A typical condition where marine growth has penetrated the pile wrap/jacket.

EMBA: Evidence of Marine Bore Attack.

JNTB: Jacket Not Touching Bottom. A typical condition where the jacket/wrap does not penetrate the dredge line/mudline at the pile.

2.1.5 GENERAL CONDITION DESCRIPTION

Overall, the sub-structure is in fair condition. Due to every pile having a wrap of some type on them, a visual inspection of the pile itself was not possible in the areas of the wrap/jacket. There are several types of wraps/jackets installed on the piles:

1. PVC Wrap filled with concrete.

2. PVC/HDPE wrap connected directly to the pile.

3. Fiberglass wrap connected directly to the pile.

No piles exhibited any evidence of breakage or loose foundation.

More specific information regarding each deficiencies noted, including location maps, and photographs of the deficiency are provided in the report below.

• Replace all beams, joists, and diagonal cross members.

• Replace all Wrap/Jackets that indicated as loose.

• Replace all Wrap/Jackets that have evidence of marine growth penetration.

• Replace all Wrap/Jackets that have tears.

• Replace all Wrap/Jackets that do not penetrate the Mudline.
